Best, III Director of maintenance & Engineering Carol Wood Retirement Community 750 Weaver Dairy Rd Chapel Hill, NC 27514 Dear Mr. Best: NORTH CAROLINA Environmental Quality February 14, 2020 Subject: Compliance Evaluation Inspection Carol Woods Collection System Permit No. WQCSD0374 Orange County On January 29, 2020, Jason Robinson and Chris Smith of the NC Division of Water Resource's Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the Carol Woods Collection System. I would like to thank you and Mr. Steve Dills (Manger of Maintenance & Engineering) for your help. The inspection report is attached. The following observations were made: 1. The Carol Woods Retirement Community's wastewater collection system is covered by a Deemed Permit (WQCD0374). "Deemed" permitted systems are permitted by regulation (no individual permit) and must meet the requirements of 15A NCAC 02T.0403 (attached). If the system exceeds an average of 200,000 GPD, the system may need to apply for an individual State Collection System Permit. The retirement community includes approximately 500 residents. The collection system has approximately 35 manholes and three grease traps. There are no pump stations or high -priority lines. The Collection System flows into the Orange Water and Sewer Authority's Collection System (OWASA: WQCS00031) in the Southeastern side of the property and appears to flow off property towards Weaver Dairy Rd. 3. Staff does a good job of effectively maintaining and operating the collection system to prevent any contravention of groundwater standards or surface water standards (15A NCAC 02T .0403 (1)) 4. A hard copy of the map was available for review. The map shows Carol Wood's wastewater lines as Orange and OWASA's lines as green. The map is complete, with the exception of flow direction and approximate age of pipe. A Sewer System Operation and Preventive Maintenance Procedure document was found in DWR's file for this Collection System that was last updated in December 2014. This document should be updated and an overflow response Plan should be added. 15A NCAC 02T .0403 3 6. The system has 3 grease traps: Dining Hall, Health Care Center and Building Eight. The grease traps are typically pumped monthly. The Accounting Office receives and keeps invoices for pumpings. Grease educational material is posted on boards and the community website has education material available. The grease trap at the Dining Hall was opened and observed during the inspection. It appeared to need pumping soon. Manholes are inspected once a quarter. ABE Utilities clean the lines as needed. Roots are treated when OWASA treats their nearby lines. Invoices are kept for these actions. Please keep a log that shows dates of all cleaning, inspections, grease trap pumping, etc. in one place. (15A NCAC 02T .0403(1), (6) & (10)). 8. Two spills have reported at this collection system. A 1,080-gallon spill was reported in May 2013 and a 3,750-gallon spill was reported in March 2015. Please be reminded that spills greater than 1,000 gallons, and any discharges that reach surface waters (regardless of size) shall be reported to the Department as soon as practicable, but no later than 24 hours after the discharge has occurred, as required by 15A NCAC 02B .0506(a) and G.S. 1430215.2C. Manhole 10 is near a pond and where a previous spill occurred. This manhole was opened and observed during the inspection. No issues were observed. Another manhole near the system's connection to OWASA's system was opened and observed. The flow appeared to be slightly impeded. Carol Woods staff was going to look into this further. 9. Please make sure to document how all Deemed Permitted Requirements of 15A NCAC 02T are met (15A NCAC 02T (10). Thank you for your cooperation.
