Re: Fast Track Sewer System Extension Application for The Lofts at Park Avenue (Private)
The Lofts at Park Avenue is a proposed multifamily residential project with some commercial space located on
Park Avenue in central Wilmington, between Hinton Ave and Sebrell Ave. The tract is 0.97 acres (42,253sf) and
is zoned community business (CB). The wastewater design flow rates for the Lofts at Park Avenue are based upon
the 15A NCAC 02T .0114 rules. This development will contain three 3-story buildings that contain a total of 39
single -bedroom apartments at 240 gallons per day (GPD) and one single -story leasing office at 50 GPD. The
leasing office will be open for one shift a day and contain a maximum of two employees. The total daily design
flow for this development is 9,410 GPD.
A separate submittal is being made to NCDEQ for the public extension of the CFPUA gravity system from the
existing 8" gravity sewer infrastructure within Park Avenue to the Park Avenue ROW for this project. This
submittal carries that public extension into the project site with 239 linear feet of private gravity sewer. This
submittal also carries the total daily design flow of 9,410 GPD. A FTSE is included in this submittal as the sewer
from this project flows to the James A. Loughlin (Northside) W WTP NC 0023965 — owned and operated by the
CFPUA.
Included with this submittal are provided below:
• Item B. Cover Letter (This Sheet)
• Item C. Application Fee ($480.00)
• Item D. Fast Track Application (Form: FTA 04-16)
• NC Sec. of State Documentation the Applicant is Registered in NC
• Item E. Flow Tracking for Sewer Extension (Form: FTSE 10-18)
• Item F. Site Maps (USGS Topographic Map and Street Level)
If you have any questions or need any additional information, please feel free to contact our office.
Very Respectfully,

III. Certification Statement:
I Jeff Theberge, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.
