Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace Bridge No. 145 on SR 2106, Macedonia Church Road, over Little Richardson Creek. No preliminary designs were submitted with the request for archaeological screening, but a study area roughly 722 feet (nearly 220.07 meters) long and 200 feet (60.96 meters) wide was proposed. The replacement of this bridge was originally screened as a project on January 15, 2015, with a study area measuring approximately 1450 feet (441.96 meters) long and 200 feet wide. That study area encompassed nearly 6.66 acres, while the current study area is estimated to encompass 3.3 acres (nearly 1.34 hectares). For the purposes of the current screening the most recent study area is considered to be the current area of potential effects (APE). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: As noted above, the replacement of Bridge No. 145 on SR 2106 was originally screened in January 2015. At that time, it was determined that an archaeological survey was necessary because some of the landforms that fell within that study area (the 2015 APE) retained some potential for archaeological resources. An Archaeological Survey Required form was submitted on January 15, 2015. In March 2015, New South Associates, Inc. completed a survey for potential archaeological resources within the project APE (then defined as the 6.66-acre area described above). Those archaeological investigations of the APE included both pedestrian walkover and systematic shovel testing. Thirty-seven shovel tests were excavated by the New South archaeological team on 15-meter intervals within the APE. A single quartz biface was recovered from one of the subsurface tests northeast of the bridge. This find (designated site 31UN372) resulted in the excavation of five additional radial shovel tests, but no additional archaeological material was recovered. At the surface near one of the subsurface tests southwest of the site a small collection of artifacts was recovered including two quartz bifaces, seven pieces of quartz debitage, three pieces of undecorated whiteware, and a single milk glass fragment (designated site 31UN373/373**). Both small sites were considered to offer very little significant information about the history and prehistory of the region. Artifacts collected were recovered from contexts that exhibited considerable soil erosion and deflation. Neither of these sites was considered to be eligible for the National Register of Historic Places and no further investigations were recommended. On March 31, 2015, a No National Register of Historic Places (NRHP) Eligible or Listed Archaeological Sites Present or Affected form was produced. Of the two resources recorded, only the isolated find at 31UN372 appears to fall within the current (updated) APE. "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 14-12-0019 An examination of soils in Union County presented on the National Resources Conservation Service Web Soil Survey (hiip://websoilsurvey.nres.usda.gov/4pp/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Badin channery silt loam, 2 to 8 percent slopes (BaB); and Chewacla silt loam, 0 to 2 percent slopes, frequently flooded (ChA). No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement project, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: A comparison of the current APE with the one surveyed in March 2015 shows that the most recent proposed study area falls entirely within the area surveyed by New South Associates, Inc. As noted above, of the two sites recorded, only site 31UN372 appears to fall within the current APE. Nevertheless, neither archaeological resource is considered NRHP-eligible and no further archaeological investigations were considered to be necessary. Project Description: This project calls for the replacement of Bridge No. 145 on SR 2106 (Macedonia Church Road) over Little Richardson Creek in Union County. According to the Request for Cultural Resources Review form, the proposed project length is approximately 1450 feet (441.96 m). Existing right-of-way (ROW) is 60 feet (18.29 m) wide, but no proposed ROW for the project has been determined. A 200 foot (60.96-m) wide study corridor has been proposed to cover any potential new ROW. Thus, the area of potential effects (APE), for the purposes of the current archaeological review, is estimated to encompass an area of nearly 6.66 acres (2.69 hectares). SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: ® There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. ® Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ® All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. ® There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. During the course of the survey, two previously unidentified sites (31UN372 and 31UN373&373**) were located within the project APE (see attached site forms). These archaeological resources are recommended not eligible for the National Register of Historic Places (NRHP), and no further archaeological investigations are needed for this project. I concur with this recommendation, as the proposed bridge replacement project will not impact significant archaeological resources. If the project expands and impacts subsurface areas beyond the defined APE, further archaeological consultations will be necessary. On March 4, 2015, New South Associates, Inc. completed shovel testing at 15-meter intervals to survey for potential archaeological resources within the project APE. The purpose of the fieldwork was to investigate the possibility of unknown archaeological resources that might be impacted by the proposed undertaking. The APE for this study measured approximately 1,450 feet (441.96 m) long by 200 feet (60.96 m) wide and 290,000 square feet (6.66 ac.) in size. The APE is characterized by gently rolling agricultural fields, residential properties, and forested areas. Figures 2 and 3 show the general landscape and slope within the project area. An examination of the USDA soil survey map showed that the APE consisted of two different soil types. Chewacla (ChA) silt loam is found in the central portion of the APE along the stream bench and terrace. The Chewacla series is a somewhat poorly drained soil type that is typically found in areas with slopes ranging from 0-2 percent. Badin (BaB) channery silt loam makes up the northern and southern -most portions of the APE. Badin series soils are well -drained and are typically found in areas with slopes ranging from 2-55 percent. (USDA Soil Survey 2010). The examination of NRHP-listed, State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the North Carolina State Historic Preservation Office (NCSHPO) website determined that no historic structural resources with potential archaeological deposits were situated within the boundaries of the APE. Additionally, historic maps of Union County were reviewed for former structure locations, land use patterns, or other confirmation of historic occupation within the Bridge 145 vicinity. No building, mills, cemeteries, or other historic features were found to be in the APE. Overall, the historical review established that no NRHP-listed properties, archaeological sites, or cemeteries were contained within the APE. The intensive archaeological survey consisted of 37 shovel tests placed at 15-meter intervals (49.20-ft.) along four transects, each located on either side of the existing road working southwest and northeast from the bridge within the APE (Table 1). Twenty-three shovel tests could not be excavated due to the presence of steep slope, standing water or wetlands, and exposed subsoil (Figures 2a, 2b, and 3a). Six shovel tests were not excavated along Transect 1 due to the presence of wetlands and exposed subsoil. Six shovel tests were not excavated along Transect 2 due to the presence of wetlands. Eight shovel tests were not excavated along Transect 3 due to the presence of steep slope and exposed subsoil. Three shovel tests were not excavated along Transect 4 due to standing water and exposed subsoil. The first shovel test of each transect was placed approximately eight meters from the edge of the bridge structure. Transects ran approximately 15-meters from the road centerline. All shovel tests measured at least 30 centimeters (12 inches) in diameter and were excavated to at least 10 centimeters (4 in.) into sterile subsoil. All excavated soils and sediments were screened through mesh screen (0.64-cm, 0.25-in.) and all shovel tests were backfilled. A visual inspection of the surface was also done in conjunction with subsurface testing. A typical soil profile was 0-10 centimeters of brown (7.5YR 4/3) silt loam (Stratum I) and 10-20 centimeters of reddish yellow (5YR 6/6) silty clay subsoil (Stratum 11). Archaeological investigation of the APE included both pedestrian walkover and systematic shovel testing. Surface visibility in the northeast, southeast, and southwest quadrants was approximately 80 percent due to the presence of previously plowed agricultural fields. Surface visibility within the northeastern quadrant was approximately 10 percent due to the forested nature of the area. A single quartz biface was recovered from Shovel Test 2-8 and designated 31UN372. Additional artifacts were recovered from the surface of the area surrounding Shovel Test 4-11 and designated 31UN373&373**. Shovel Test 2-8 (50ON/500E) consisted of 0-5 centimeters of brown (10YR 4/3) loam (Stratum I) over gray (7.5YR 6/1) silty clay subsoil (Stratum II). A single quartz biface was recovered from the shovel test. The IF was delineated on a 7.5-meter grid consisting of five additional shovel tests. The nearest water source is Little Richardson Creek, approximately 94 meters to the southwest. Vegetation consists of roadside hardwood forest with moderate undergrowth. No biface manufacture or tool maintenance activities are indicated. It was recovered from the humic layer of a forested area that showed evidence of erosion and/or deflation. Therefore, isolated find 31UN372 is recommended not eligible for the NRHP and no further work is recommended here. 31UN373&373** is a small mixed -component surface scatter consisting of two quartz bifaces, seven pieces of quartz debitage, three pieces of undecorated whiteware, and a single milk glass fragment (Figure 6). The surface scatter was identified in the vicinity of shovel test 4-11. The area consisted of exposed subsoil situated in the front yard of a residence between two agricultural fields and measures approximately 311.8 square meters in size (Figure 3b). Shovel testing at 15-meter intervals did not yield any additional artifacts. Surface visibility in both agricultural fields was approximately 100 percent and no artifacts were observed. The nearest water source is Little Richardson Creek, approximately 168 meters to the northeast. The historic assemblage is related to an extant house (abandoned) that appears to date from the first decades of the twentieth century. The artifacts were likely deposited as yard debris over time as a result of daily activities. No feature contexts are expected. The prehistoric assemblage dates to an unknown occupation. Technological analysis suggests that biface manufacture and/or tool replacement may have been the focus of activities. Emphasis was on locally available, moderate quality material. The low artifact frequencies suggest the site formed over a brief period of time. Both components have little to no information potential. The lack of diagnostics, small sample size, and poor context preclude any meaningful analyses. In addition, the site has poor physical integrity as evidenced by severe erosion and deflation within the immediate area, and heavy plowing of the surrounding area. Therefore, site 31UN373&373** is recommended not eligible for the NRHP and no further work is recommended here. No further archaeological investigations are recommended for the proposed replacement of Bridge No. 145 in Union County.
