I'm working backwards through your points/questions, but first off, I agree that a new permit application should be required (or actually will be required by DWR, as DWR does not have an active application in house at present, based upon our denial of the previous application for a 401 certification as part of the original permit request). After reviewing the provided information/attachments, I think an actual scoping meeting may/would be beneficial and necessary, as there will certainly be concerns by DWR (and maybe other agencies) about avoidance and minimization of impacts to wetlands, based on what's shown in this preliminary information/plan drawing. This is the project that was requesting to fill 404 for the purposes of a lawn in Currituck. They are now requesting to reduce fill in that area by placing a pool. Ms. Olsen is in the process of selling the property and getting the CAMA permit for the pool is needed to complete the sale. Can you all review the above attachments and let us know if you have any scoping meeting level concerns/comments that we can pass along. At this time we are requiring that the original application that is currently on hold be retired and a new permit application be sent out for review. Send all suspicious email as an attachment to report.spam@nc.gov Ron and Gregg, This email is a follow up to the Major CAMA Permit application that was previously submitted on behalf of Ms. Janice Olsen. Her property is located at 206 Waterside Drive in Harbinger, NC. The permit is currently on hold by request of the applicant. The purpose of the hold, as you are aware, was to allow more time to provide an adequate response to concerns raised by various agencies and for Ms. Olsen to continue to attempt to market and sell the property. Towards that end, Ms. Olsen has received an Offer to Purchase Contract for sale of the property. I have attached the offer to purchase contract and an associated Additional Provisions Addendum to this email with agreement from both the buyer and seller. The contract has been executed by both parties and the sale of 206 Waterside Drive is official under contract. You will note language in Item 4 of the addendum under repairs and improvement that require Ms. Olsen to permit a pool with associated deck and fill. Attached in an amended site plan of the property prepared by the buyers which depicts the pool design and configuration they will accept to close on the sale. I have been requested by Ms. Olsen to initiate the process of amending the existing Major CAMA application to reflect the development required by the buyers and get the project back under review. I provide the attached information for your review and comments. In particular I would like to discuss process, whether we forward the information to additional agencies upfront, hold a scoping meeting with some agencies, and requirements for amending the CAMA application.
