Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The site has been logged -1 year ago, before logging was mostly forested with pine and mixed hardwoods, the stumps have been left in place, site is reminiscent of most logged sites, rutted with scattered limbs, small dead trees on the ground. 4b. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Perimeter sediment and erosion control measures will be installed on the project, then grading will commence with bull dozers grading the property and track -hoes removing the logged tree stumps. Storm drains will be installed, building pads will be graded and poured. The School buildings will be constructed and the plat fields graded, storm water measures will be installed. care will be taken not to disturb any wetlands except approved in this PCN. The wetlands on the plan will be clearly marked on the construction and final plans with warning not to impact any wetlands or riparian buffers. Erosion and sediment control will be strictly overseen by the school system and inspected by the Johnston County local sediment and erosion control group. 4j. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The project was moved to the south east as much as possible to minimize wetland impact. The turning radius to the parking lot was compressed as much as possible to be safe, and provide a safe playground areas while still minimizing wetland impact on Wetland A and totally avoiding impact to wetland B. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Care will be taken to protect the wetlands from sedimentation during construction with temporary sediment control. The wetlands will be clearly marked with construction flagging so their location will be obvious. The wetlands will be avoided with construction equipment, a pre -construction meeting will be conducted and it will be stressed the wetlands must be avoided With construction equipment and impact to the wetlands will not be tolerated. 2. These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and nearshore coastal waters. Some deepwater reef communities (coral or tubercid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. Data precautions Federal, state, and local regulatory agencies with jurisdiction over wetlands may dene and describe wetlands in a dierent manner than that used in this inventory.
