The purpose of the project is to improve the safety and mobility for industries, residences and Edgecombe Community College along NC 111 (West Wilson Street) in Tarboro. The need
is to provide pedestrian and bicycle facilities on NC 111 (West Wilson Street) to connect to key centers along the roadway.

STIP Project LI-4424 proposes to widen NC 111 (West Wilson Street) to a three -lane section from NC 122 (McNair Road) to US 64 Alternate (Western Boulevard). The proposed typical
section from US 64 Alternate (Western Boulevard) to US 64 will have two through lanes with a median left -turn lane, curb and gutter section, with a multi -use path along the south side of
NC 111 (West Wilson Street). Typical road building equipment will be used.

This project was essentially symmetrical widening throughout. No wetland impacts and relatively minor stream impacts.

All construction equipment will be staged and operated from upland areas. DOT will also install silt fencing to protect the streams and wetlands
adjacent to the project. Safety fencing will be used to delineate jurisdictional and environmentally sensitive areas.

An IPAC species list from Feb 5th lists 6 species potentially occurring within this project. For the five aquatic species on this list, there are no streams
present that are large enough to support these species. All of the streams impacted by this project are intermittent in nature and very small with little
flow. Furthermore programmatically a MA-NLAA conclusion can be reached because this project consists of culvert replacements that are greater than
.25 miles from an identified stream reach. For Red Cockaded Woodpecker (RCW), they are listed as "Historic" for Edgeoombe County and therefore
detail surveys are not required for this species due to its historic status within Edgecombe County. However marginal foraging habitat is located in the
northern end of the project just outside of the project study area off the intersection of NC 111 (Wilson Road) and Barlow Road. However, no nesting
habitat is present in the project area or within a mile of the project study area. Also, NHP records review indicates no documented nest sites within 1
mile of the study project study area.
