Manson Property Durham, North Carolina Dear Mr. Dorny: August 2, 2000 We are hereby submitting additional information for the Pre-construction Not' tcation Application for Nationwide Permit #26 for the construction of a Storm-Water Wet-Detention Pond 10ted within an Intermittent Stream within the Neuse River Basin for the above referenced project. The addition information is a site plan that illustrates the re-vegetation of the 50' buffer established around the Detention Pond. We are including a copy of the notice from your office requesting additional information and a copy of the letter sent to you from the owner notifying your office that we intend to proceed with the project and that the additional information is forthcoming. r` We want to note that a portion of the Zone 2 buffer is overlapping a sanitary sewer esmt. and will be maintained as grass. As a result, we have move a planti S that fall in the overlapping portions to the unaffected zone 2. In addition, we would like to keep a 10 grasse area round the pond starting at the water's edge for maintenance purposes and for a footpath for futuhrnsi? o enjoy a walk around the pond. We would be willing to extend the buffer to 60' if we could be granted a 10' grassed strip around the pond. We could possibly skirt the trail in and out thereby allowing for trees up to the water's edge at certain locations. The plan does not illustrate the desired 10' grass strip, but I ask of you to consider it while reviewing the request for the permit. North Carolina Dear Mr. Dorny: We are hereby submitting a Pre-construction Notification Application for Nationwide Permit #26 for the construction of a Storm-Water Wet-Detention Pond located within an Intermittent Stream within the Neuse River Basin. The impact to the stream will be limited to less than 150 L.F. of filling and less than 1/3 acre of wetlands total. The above referenced 18.16 acre site is located in Durham. N.C. on the West side of Guess Rd. (S.R. 1003) starting about 1000' past the intersection with Rose of Sharon Rd. and extending about 1000' along Guess Rd. before terminating at the Eno River State Park. It is my understanding that June 7, 2000 is the final deadline for submitting an application for Nationwide Permit #26 for the reasons stated. The Mansons entered into an agreement with us earlier this year to provide Land Planning and Engineering Services related to the development of the referenced property. At that time, they were working with the City of Durham negotiating the placement of a City Sewage Pumping Station that the City needs to build to satisfy the requirements of annexation. We worked with the City in relocating the Pump Station and related Sewer Outfall to better accommodate the Development Plan we have created for the site. We have just recently settled on the final design of the whole relationship of the utilities and property. The design of the Storm-Water Pond closely dictated the relocation of the utilities. Enclosed is an estimate from the City on the additional services they have expended in reworking the utility design. We also have expended considerable resources related to the redesign and negotiation of the City utilities associated with this site. We are currently putting together a Development Plan for application to the City for developing this property to accommodate 4 - 4.5 dwelling units per acre. The impervious area associated with this type of development dictates that we must utilize storm-water controls for water quality. In addition we are working with NCDOT in locating a left turn lane into the site where the City is placing the drive accessing the Pumping Station. Guess Rd. is currently under re-construction and will be a four lane divided section when through. We are also currently working with the Eno River State Park concerning several issues surrounding this project and will most likely result in a land gift depending on the outcome of this project. We are well on our way to making this high quality residential project happen. We plan to build this 1.04 acre pond as an aesthetic and water quality element for the proposed community. Over 50% of the site naturally drains to the proposed pond location and the vast majority of the proposed development can easily be routed by pipe and swale to the same. Please see the enclosed application and attachments for further clarification. We spoke to Todd Tugwell of the US Army Corps Of Engineers and he said that they do not want a copy of the PCN. He indicated that this request would be handled directly by your office. The earthen dam is to be built while the stream is protected from disturbance with silt fencing if necessary as excavation takes place. The stream will be disturbed only after the dam is impounding water so that no sedimentation occurs downstream. Excavation will be accomplished using a front end loader for clearing, a dozer for excavation and ripping if necessary, a track hoe for precise excavation, and a vibratory sheep foot type roller-compactor for earth compaction. 13. The earthen dam is 12' wide and has 2.5:1 rear slope and 2:1 front slope. The Primary spillway is designed for the 10-yr storm and is a modified 5' concrete manhole and 48" rcp w/ headwall and conc. anti-seep collars. The pond has an earthen emergency spillway designed for the 100-yr storm. The exiting pipe flows through the primary spillway will be stripped of velocity before re-entering the receiving intermittent stream by lining the channel with rip-rap. An official O&M agreement will worked out with the City of Durham before the pond will be permitted locally. The Storm Facility (Detention Pond and all Appurtenances) will also be bonded to ensure that it will be maintained in the future. The cost of maintaining the Storm Facility will be borne by the Home Owners Association formed when Village of the Eno becomes reality. The Facility will be maintained and inspected regularly to ensure that all elements of the Wet-Pond function as they are designed to by the Engineer. A synopsis of a detailed regimented maintenance and inspection schedule follows: After every run-off producing storm- Check inlet, outlet, and orifice(s) for obstructions such as litter and debris Seasonal grounds keeping- Make provisions for routine vegetation management/mowing and provide schedule Once every 6 months or more frequently: 1. Check for sediment buildup and remove if necessary 2. Check for erosion along perimeter and reseed if necessary. 3. Check for erosion at inlet and outlet. 4. Check for seepage through dam. 5. Operate any mechanical devices such as valves to insure they function properly. 6. Check for cracking or settling of all earthen embankments. 7. Check for deterioration of all appurtenances subject to corrosion or wear. 8. Check condition of Emergency spillway. 9. Check the stability of all side slopes. 10.
