Raleigh Farm Site Phase C Description:
The Raleigh Farm Site consists of a portion of property owned by the City of Raleigh which houses their
Neuse River Resource Recovery Facility (NRRRF) also known as the Neuse River Wastewater Treatment
Plant. The property is managed by the City of Raleigh Public Utilities Department (CORPUD). Due to the
size of the total land holdings, existing irrigation infrastructure, plant expansion plans, and alternative
use plans we have divided the NRRRF Site into three phases, A, B, and C. This submittal details the
NRRRF Site Phase C, which includes property dissected by Mal Plantation Road and bound on the south
east and west by the Neuse River.
Raleigh began residuals application in 1980 and currently has 1,439 acres permitted for land application
of biosolids. Several areas in the Site footprint have been subject to biosolids application including
application related to the variance request approved by the EMC in 2009 that affected the City’s
Corrective Action Plan (CAP) to address elevated nitrate concentrations in the groundwater which
resulted from the over application of biosolids at the NRRRF. Land application of biosolids has occurred
on the site since being acquired by Raleigh with the exception of the 10 year moratorium between 2003
and 2013. Specific field boundaries and active biosolid application areas are further detailed in the
attached Figure 5, which is a zoomed in view of the map titled, CORPUD NRRRF All Sites Location Map
2016. The property is currently managed for hay and row crop production.
A review of aerial photography beginning in 1993 shows the property cleared in 1993 with agricultural
use continuing to today. A road was inserted running east to west from the Neuse River to Mal
Plantation Road, which contains two ditches that were not visible in the 1993 aerial but are clear in the
1998 aerial. A ditch along the tree line on the property west of Mal Plantation Road is only shown with a
proposed buffer on the east side of the ditch due to the slope of the land west of the ditch draining
towards the river as opposed to the ditch. The Neuse River Greenway runs along the river across a
portion of this site and those areas have not been included for consideration due to the presence of the
greenway and associated easements/land use rights.
