PROJECT DESCRIPTION 3a. Project Description: The project site is located within the Kings Mill Subdivision in Raleigh, North Carolina. An unnamed tributary (UT) to Shelley Lake and Mine Creek runs through the back yards of properties located at 5700 , 5701, and 5703 Edgedale Drive. The stream banks through 5701 Edgedale are stable and therefore work on the stream, approximately 160 linear feet, through this property is not included in this project. Some minor grading work will occur to improve the flow of water on the floodplain during larger storm events. Approximately 185 existing linear feet of stream adjacent to 5701 Edgedale (identified as the upper reach) and approximately 238 existing linear feet of stream adjacent to 5700 Edgedale (identified as the lower reach) have been identified for repair and improvement through the City of Raleigh Drainage Assistance Program. The upper reach at 5703 Edgedale Drive includes the property located at 5808 and 5804 Hedgemoor Drive. Active Erosion is occurring to the stream bank at 5703 which is causing migration of the north bank towards an existing deck structure. An existing 30-inch RCP pipe and embankment is also located on this property. The pipe frequently clogs, the embankment is frequently overtopped, and erosion is occurring on the slope. The existing pipe is in poor condition with joint separation visible along its length. In the lower reach the stream enters an existing 36-inch CMP culvert located under an existing driveway at 5700 Edgedale. This reach includes properties located at 5700 Edgedale, 5805 Bayberry Lane, 5607 Lambshire Drive, 2300 Cowden Court and 0 Cowden Court. The CMP pipe invert has eroded away compromising the pipe foundation and structure. The owner at 5700 had a drop inlet installed at some point to transition the pipe to a lower outlet elevation due to the severe stream erosion. The box lowers the pipe approximately 2 feet. The channel downstream of the pipe outlet is severely incised and actively eroding. The watershed contributing stormwater to the upper reach of project site has an area of approximately 0.048 square miles and is not FEMA regulated. The regional curve data for a watershed of this size is listed in the Table A. The regional curve data for a watershed of this size is listed in Table B. The lower reach classifies as G4 stream severely entrenched. The following morphological data included in Table C and D, was obtained from surveyed cross sections at riffle locations. The morphological cross sections and longitudinal profile data is included in the Appendix. The upper and lower sites will be accessed separately as shown on the construction plans and will be limited to the area shown as the limits of disturbance. 3d. Explain the Purpose of the Proiect: The objective for the proposed design is to restore the vertical bed and bank stability to the stream within the project area. The stabilization will stop the active lateral bank erosion and sediment import into the stream. 3e. Describe the Overall Project in Detail, Including the Type of Equipment to be Used: Upper Reach: The eroded banks at 5703 Edgedale Drive are planned to be reshaped, and a bankfull bench provided on the floodplain. The reshaped southern bank will be filled and stabilized with a rock toe. The existing 30-inch pipe and a portion of the 48-inch pipe will be removed and the stream reconstructed where a berm currently creates a small impoundment. A junction box and a short section of 48-inch pipe will be installed. The reconstructed channel throughout the repaired reach has been designed to contain the bankfull (1.5 to 2-year) storm event. The proposed bankfull channel and benching has been based on a bankfull slope of 0.021 ft/ft with bankfull elevations determined in the morphological analysis. The channel design has been based on a cross sectional area of approximately 8.8 square feet in the riffle sections with pool areas approximately 18.1 square feet. The pool area is anticipated to adjust over time with sediment deposition and point bar formation. The proposed channel will remain in the approximate location of the current channel with toe adjustments at scoured locations reconstructed at approximated original toe locations. Lower Reach: The degraded 36-inch CMP and drop inlet will be removed. A 48-inch pipe with headwalls will be installed in its place. The incised channel and banks will be repaired with pools and riffles. A rock toe has been designed at critical outside bend areas, locations where fill is proposed to be introduced to re-establish the channel toe, and in areas where the proposed benching will affect the existing vegetation. The reconstructed channel throughout the repaired reach has been designed to contain the bankfull (1.5 to 2-year) storm event. The proposed bankfull channel and benching has been based on a bankfull slope of 0.029 ft/ft with bankfull elevations determined in the morphological analysis. The channel design has been based on a cross sectional area of approximately 13 square feet in the riffle sections with pool areas approximately 25.5 square feet. The pool area is anticipated to adjust over time with sediment deposition and point bar formation. The proposed channel will remain in the approximate location of the current channel with toe adjustments at scoured locations reconstructed at approximated original toe locations. The stream bank corridor within the repair area will be re -vegetated along both sides of the stream along with the bankfull bench. The re -introduction of vegetation to the graded channel banks will aid in providing long term bank stability. The stabilized banks and re -vegetated corridor will additionally provide stormwater quality benefits. The equipment to be used in the project is earth moving equipment and various other support apparatuses. The stream normal flow will be pumped around the project site. Stabilization will occur daily within the work area. Heavy equipment may include hydraulic excavator, compactors, bulldozers, skidsteer loaders, and dump trucks to load and unload materials. The construction equipment will enter the upper reach site from 5804 Hedgemoor Drive. The construction equipment will enter the lower reach site from 5700 Edgedale Drive. All construction will be performed within a defined limit of disturbance. SECTION C— PROPOSED IMPACTS INVENTORY 3i. Stream Impacts: Stream stabilization will be provided on the bank through reconstruction to a typical channel cross section, rock toe reinforcement in reconstructed outside meander bends, and installation of permanent woody vegetation. The profile will be stabilized through the removal of debris that is currently diverting water towards the bank and destabilizing the stream bank. Further profile stabilization will include the installation of constructed riffles. A bankfull bench will be developed to reduce shear stresses on the outside of the meander bend bank during large storm events for long term stability where possible. Pipe extension is proposed in the upper reach and Head wall is proposed at the entrance of pipe culvert in the lower reach to facilitate smooth transition to the pipe. The bank stabilization/rock toe has been identified as permanent bank stabilization lengths on the impact on the map and within the tables. The constructed riffles and embedded stone at the pipe outlets are temporary impacts and have been listed as such in the table. The total existing stream length in the upper reach through the lower reaches is 583 linear feet. With the removal of the pipe in the upper reach the total proposed stream length for from the beginning of the upper reach to the end of the lower reach will be 603 linear feet an increase of 20 linear feet. 6i. Buffer Impacts: Buffer areas will be impacted due to construction access and the stream improvements on both sides of the stream. The stream is located in the rear yards of both properties and therefore they will be restored to primarily with native grasses and woody vegetation. Lawn will only be replaced in the existing locations. The stabilization plan shows the planned re -vegetation. There are three permanent impact areas in Zone 1. These areas required to be stabilized with rock due to channel transitions adjacent to the re -designed stream channel due to high velocities as erosion protection for long term stabilization. SECTION D — IMPACT JUSTIFICATION AND MITIGATION la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing rp oject. This project is necessary due to the active bank erosion that is encroaching dangerously on the residential structures at 5700 and 5703 Edgedale Drive. The existing drainage infrastructure in the stream is undersized and degraded, resulting in poor stream flow and erosive conditions. The project will stabilize the stream channel and to eliminate active erosion of the stream channel bank. The repaired channel will enhance aquatic habitat through the removal of an existing pipe and embankment in the upper reach. 5 Timmons Group 5700 Edgedale Drive Supplemental Information, PCN Application The overall stream length for the upper and lower reach combined will increase by approximately 20 feet. The stabilization of the banks will reduce sediment import into the stream that is currently occurring. The repaired channel in the lower reach will be raised to provide better floodplain connection and preserve the large trees along the stream corridor. The minimization of the project includes working with the exiting stream pattern with limited pattern changes and raising the channel for better floodplain connection to reduce the stress on the stream banks during large storm events. The limits of disturbance have been minimized to only the area needed to construct the repairs. Impacts to the stream buffer will be minimized by accessing the site through a narrow corridor and protection of as much existing vegetation as possible. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Pumping of normal stream flow be maintained and pumped around the site during construction activities. Bank stabilization, covering the slope with riparian seed and coir matting, will occur daily upon completion of bank grading. Permanent woody vegetation will be installed on all stream banks above rock toes limited to bankfull elevations. SECTION F — SUPPLEMENTARY INFORMATION 5d. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? The site is an existing urban residential area that has been previously impacted by development. Open areas are currently being mowed and maintained. Habitat is not present for Wake County listed vertebrate and invertebrate endangered species with the exception of Northern Long Eared Bats. It is not anticipated that this tree removal would be an impact to critical habitat for the Northern Long Eared Bat in Wake County.
