Dear Sirs: -
You have our approval, in accordance with the attached conditions and those listed below, to excavate
approximately 0.7 acres of lake bottom on High Rock Lake in Davidson County, as you described in your application
received by the Division of Water Quality on November 6, 2000. After reviewing your application, we have decided
that this fill is covered by General Water Quality Certification Number 3280. This certification allows you to use
General Permit Number 198200030 when the Corps of Engineers issues it. In addition, you should get any other
federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and
Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Water shed regulations. This approval will
expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change
your project, you must notify us and you may be required to send us a new application.. If the property is sold, the
new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying
with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory
mitigation may be required as described in 15A NCAC 2H.0506 (h) (6) and (7). For this approval to be valid, you
must follow the conditions listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You
must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which
conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box
27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a
hearing. y
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If

Enclosed is a package of information outlining proposed improvements to the above marina
located on High Rock Lake which is operated by Alcoa Power Generating Inc., Yadkin Division,
as part of the Yadkin Hydropower Project (FERC No. 2197). Yadkin Division requires that the
owner of this facility consult with federal and state resource agencies regarding the proposed
improvements.
Enclosed is some basic information about the project being proposed. Please provide to me any
written comments on this proposal within thirty (30) days. Agency comments will be forwarded
to Yadkin as part of our application for approval of the proposed project. Yadkin will consider
agency comments in evaluating and approving the proposal.

2. APPLICANT BACKGROUND:
Skipjack Properties, LLC is a North Carolina Company headquartered in
Mooresville NC. It is principally owned and operated by Robert O. Wilson.. Mr.
Wilson has an extensive background in the design, permitting, construction and
operation of marina facilities for the past twenty years. A native of North
Carolina, Mr. Wilson was educated in North Carolina public schools and
graduated in business from UNC Chapel Hill. Wilson served as an Air Force
pilot during Vietnam and returned to make North Carolina his home. He acquired
Skipjack Harbor Marina (formerly High Rock Yacht Club Marina) in 1999.
3. SUMMARY PLANS FOR THE RECONFIGURED FACILITY:
Change the nature of the old High Rock Yacht Club from a "private" sailing
club to a "public" facility that will provide a boat launch and permanent,
floating docks to fishermen, sailors and recreational boaters.
? Wilson's intent is to remove the well-worn existing facility and rebuild with a
"state of the art" marina, with a similar footprint as the old docks.
? The number of watercraft permitted at the reconfigured marina will not
change from the original.
? One of the three existing land connections will be eliminated to lessen the
impact on the environment.
? Plans include the stabilization of the shoreline in accordance with DWQ,
USACE and Yadkin guidelines.. Permits have been submitted to Yadkin.
? A master plan (DWG 00-130-RC, attached) for this reconfigured marina was
prepared approximately two years ago. Since that time, permits have.been
secured and certain works have been performed. These include:
1. Securing the permission from the Yadkin Division for the orderly and
lawful operation of the marina. (Yadkin Permit #2,000).
2. Approval by Davidson County Commission to permit Conditional Zoning
Use of this property for a marina and related boating activities.
3. Approval by North Carolina Department of Cultural Resources to permit
excavation in the reservoir to provide year-round boating access. (letter
attached)
4. Approval of DWQ 401 Water Quality Certification to permit excavation in
the reservoir to provide year-round boating access (letter attached).
5. Approval of US Army Corps of Engineers to excavate for a recreational
marina basin resulting in .5 acre of impacts to the jurisdictional waters of
High Rock Lake. (letter attached)
6. The excavation of the marina basin has been performed.
7. The site plan approved by Davidson County has been largely completed,
including the creation of erosion control devices, privacy berms, parking
areas, walking paths and grassing.
3. PROJECT PHYSICAL DESCRIPTION The docking system which will be used
is a commercial-quality marina system that uses predominantly non-ferrous components.
It is designed and will be installed by The Rowboat Dock & Dredge Company of
Mooresville, N.C.
1. Mooring Float Frame, the Rowboat Anglebrace System:
The Anglebrace galvanized steel box truss is among the strongest steel trusses
commercially manufactured for floating docks today. This hot dipped galvanized
steel box truss has angular steel braces wherever round-bar braces are commonly
used on other floating docks. Full 2x12 inch CCA treated wales are bolted to all
exposed faces of the steel to totally encapsulate the truss and "hide" the steel truss
completely. One of the largest commercial manufacturers of floating docks in the
country engineers and constructs this Anglebrace truss to Rowboat's
specifications. This steel dock is without peer.
2.. TREX...the Rowboat Standard Decking:
The fixed piers and mooring floats will be decked with TREX. TREX is an
innovative wood-polymer lumber made from reclaimed grocery bags and wood
waste. Initially engineered and manufactured by Mobil Chemical, TREX is
approximately 50% wood fiber and 50% polyethylene film. Because of the wood
content, TREX has the advantage against plastic lumber of low thermal
expansion/contraction, UV stability, no voids, superior traction and paintability.
The advantages over wood are considerable and include no checking, splitting or
rotting, no insect damage, splinter-free, and no preservatives.
3. The Floating Billets:
Black encapsulated floatation billets manufactured by Formex will be used.
4. Loading Ramps:
Aluminum ramps constructed of welded tubular aluminum manufactured by Red
Team and decked with TREX.
5. Fixed Piers:
Fixed pier framework will be constructed of pressure treated southern yellow
pine, treated to a minimum of .6CCA for marine service. Wherever a through-
bolted connection is warranted, hot dipped galvanized hardware is used and
terminated with commercial-grade galvanized OGEE washer. TREX will be used
as the decking material.
6. Telescopic Steel Pilings:
Low profile, telescopic pilings will be used to secure the mooring berths. These
pilings slide through a collar, which is through bolted to the steel in the mooring
float frame. All pilings are hot-dipped galvanized.
4. Shoreline Impact:
This project is not located in an environmentally sensitive area. One existing shoreline
pedestrian access will be eliminated from the shoreline.
5. Required Permits:
In addition. to agency consultation and Yadkin, Inc approval; a Davidson County building
permit will be required prior, constructing the proposed facility. A permit from Alcoa
Power Generating Inc., Yadkin Division will be required before the reconfiguration can
begin.
6. Cultural Resources Evaluation:
The area and shoreline immediately adjacent to the proposed marina has been developed.
No known archaeological, historical or cemetery sites have been encountered during this
development. As stated previously, the Department of Cultural Resources has reviewed
this site and permitted the excavation, which has previously been performed.

Our firm is processing this application on behalf of Skipjack Properties, LLC. to excavate
approximately 4,286 cubic yards of material from High Rock Lake, Davidson County, North
Carolina.
The purpose of this maintenance excavation is to provide fairway clearance for safe boating at the
existing marina. Excavation will be accomplished by using a longreach excavator, which will
work, from the shoreline. The excavated material will be trucked to lot 26A and used to construct
a landscaped berm along the lot line of lots 26A & 27. This berm is required by the conditional
use permit issued by Davidson County. This work will be accomplished this winter while the pool
level is low.
There is no aquatic vegetation in the area proposed for excavation and no vegetation along the
shoreline will be removed.
There are no known cultural resources near the proposed project as indicated in the attached
Environmental Assessment prepared by Environmental Services Inc, Raleigh, NC.
A copy of the Yadkin, Inc. application for permission to excavate, pertinent drawings and a
location map are enclosed for your use.
To access the project, proceed south on Hwy 8 from Southmont to Marvin Hedrick Rd., turn right
and proceed to Scout Rd., turn right and proceed .77 miles to lot 26A on the right. The project is
located to the rear of lot 26A.

On 6 January 2000, Environmental Services, Inc. (ESI) of Raleigh, North Carolina,
conducted a cultural resource assessment survey of Lot 26A within the Yachtsman's
Point property in Davidson County, North Carolina. This proposed residential lot is
located along High Rock Lake in the southern potion of the county, north of the Yadkin
River and west of Abbott's Creek (Figure 1). The goal of the investigation was to
determine whether the property contained previously known or unrecorded cultural
resources. Investigation of Lot 26A was conducted as part of a larger, intensive cultural
resource assessment survey by ESI of the 100-foot buffer surrounding the proposed
Yachtsman's Point development (Seibel and Smith 2000).
The present study of Lot 26A included research at the North Carolina Office of State
Archaeology (OSA) to determine if any cultural resource investigations have been
conducted in the vicinity and if previously recorded archaeological sites lie within or
directly adjacent to the property. Fieldwork consisted of a pedestrian walkover of the
survey area to evaluate soil integrity and to locate archaeological sites and/or structural
remains. The area under study has been severely eroded by the waters of High Rock
Lake. Non-scoured areas have been disturbed and/or developed.
Project Location
Lot 26A is a linear strip of land covering approximately 0.71 acres. It is located 10 miles
south of Lexington, North Carolina, along an unnamed stream inundated by High Rock
Lake. The area subjected to survey is defined by the northern and southern property
boundaries of Lot 26A, and includes a 100 foot strip adjacent to the mean high water
level of High Rock Lake. The lake was created in 1927 by the damming of the Yadkin
River to harness hydroelectric power.
Environmental Setting
The topography of the project vicinity is characterized by ridgetops that slope steeply to
the shores of High Rock Lake and its tributaries. Elevations within Lot 26A range from
approximately 625 feet above mean sea level (AMSL), at the high water line, to
approximately 630 feet AMSL.

The configuration of the existing shoreline is the result of the damming of the Yadkin
River. It is characterized by a water-scoured shoreline that extends above and below the
normal full pool level. In general, the shoreline consists of stony beach backed by a low,
vertical bank of eroding soil. The periodic, relatively dramatic fluctuation of the lake
level prevents stable vegetative growth on the shoreline. This lack of stability leaves the
shoreline open to continued erosion, which results largely from boat wakes and
precipitation. Waterborne debris accumulates in areas along the shoreline.
Background Research
Preliminary background research took place at the OSA prior to fieldwork and included
the study of maps, reports, and archaeological site files. No cultural resource
investigations have occurred and no previously recorded archaeological sites exist within
a one mile radius of the project area. It should be noted, however, that the concurrent
survey of the Yachtsman's Point shoreline encountered 17 previously unrecorded
archaeological sites (Seibel and Smith 2000). All had been severely disturbed by High
Rock Lake and determined ineligible for the National Register.
Results of Field Investigation
Field investigations consisted of a pedestrian inspection of the survey area, which
provided 100% visibility along the scoured shoreline of High Rock Lake (Figure 2). A
gravel road runs through the middle of the tract. Modern development includes a
concrete boat ramp that crosses the scoured shoreline into the water, and two wooden
boat docks. Additionally, sand and gravel have been dumped over portions of the
shoreline. Vegetation outside the survey area consists mainly of an open, landscaped
area of short grass and juniper shrubs with mature pine, sweet gum, and hickory along the
bank. A small portion of Lot 26A is covered in secondary growth mixed pine and
hardwoods, and the edge of this wooded area contains evidence of mechanical
disturbance (push piles). No prehistoric or historic cultural material was encountered in
the study area.
Summary and Recommendations
Background research found no known sites within the study area, and intensive surface
inspection revealed. no evidence of historic or prehistoric sites or isolated artifacts within
the lot. Surface visibility was excellent along the highly eroded shoreline of High Rock
Lake. Based on the results of the investigation, it is our opinion that no significant sites
exist within Lot 26A.

RE: High Rock Lake Gentlemen:
Our firm is processing this application on behalf of Skipjack Properties, LLC. to excavate
approximately 4,286 cubic yards of material from High Rock Lake, Davidson County, North
Carolina.
The purpose of this maintenance excavation is to provide fairway clearance for safe boating at the
existing marina. Excavation will be accomplished by using a longreach excavator, which will
work, from the shoreline. The excavated material will be trucked to lot 26A and used to construct
a landscaped berm along the lot line of lots 26A & 27. This berm is required by the conditional
use permit issued by Davidson County. This work will be accomplished this winter while the pool
level is low.
There is no aquatic vegetation in the area proposed for excavation and no vegetation along the
shoreline will be removed.
There are no known cultural resources near the proposed project as indicated in the attached
Environmental Assessment prepared by Environmental Services Inc, Raleigh, NC.

On 6 January 2000, Environmental Services, Inc. (EST) of Raleigh, North Carolina,
conducted a cultural resource assessment survey of Lot 26A within the Yachtsman's
Point property in Davidson County, North Carolina. This proposed residential lot is
located along High Rock Lake in the southern potion of the county, north of the Yadkin
River and west of Abbott's Creek (Figure 1). The goal of the investigation was to
determine whether the property contained previously known or unrecorded cultural
resources. Investigation of Lot 26A was conducted as part of a larger, intensive cultural
resource assessment survey by ESI of the 100-foot buffer surrounding the proposed
Yachtsman's Point development (Seibel and Smith 2000).
The present study of Lot 26A included research at the North Carolina Office of State
Archaeology (OSA) to determine if any cultural resource investigations have been
conducted in the vicinity and if previously recorded archaeological sites lie within or
directly adjacent to the property. Fieldwork consisted of a pedestrian walkover of the
survey area to evaluate soil integrity and to locate archaeological sites and/or structural
remains. The area under study has been severely eroded by the waters of High Rock
Lake. Non-scoured areas have been disturbed and/or developed.
Project Location
Lot 26A is a linear strip of land covering approximately 0.71 acres. It is located 10 miles
south of Lexington, North Carolina, along an unnamed stream inundated by High Rock
Lake. The area subjected to survey is defined by the northern and southern property
boundaries of Lot 26A, and includes a 100 foot strip adjacent to the mean high water
level of High Rock Lake. The lake was created in 1927 by the damming of the Yadkin
River to harness hydroelectric power.
Environmental Setting
The topography of the project vicinity is characterized by ridgetops that slope steeply to
the shores of high Rock Lake and its tributaries. Elevations within Lot 26A range from
approximately 625 feet above mean sea level (AMSL), at the high water line, to
approximately 630 feet AMSL.

The configuration of the existing shoreline is the result of the damming of the Yadkin
River. It is characterized by a water-scoured shoreline that extends above and below the
normal full pool level. In general, the shoreline consists of stony beach backed by a low,
vertical bank of eroding soil. The periodic, relatively dramatic fluctuation of the lake
level prevents stable vegetative growth on the shoreline. This lack of stability leaves the
shoreline open to continued erosion, which results largely from boat wakes and
precipitation. Waterborne debris accumulates in areas along the shoreline.
Background Research
Preliminary background research took place at the OSA prior to fieldwork and included
the study of maps, reports, and archaeological site files. No cultural resource
investigations have occurred and no previously recorded archaeological sites exist within
a one mile radius of the project area. It should be noted, however, that the concurrent
survey of the Yachtsman's Point shoreline encountered 17 previously unrecorded
archaeological sites (Seibel and Smith 2000). All had been severely disturbed by High
Rock Lake and determined ineligible for the National Register.
Results of Field Investigation
Field investigations consisted of a pedestrian inspection of the survey area, which
provided 100% visibility along the scoured shoreline of High Rock Lake (Figure 2). A
gravel road runs through the middle of the tract. Modern development includes a
concrete boat ramp that crosses the scoured shoreline into the water, and two wooden
boat docks. Additionally, sand and gravel have been dumped over portions of the
shoreline. Vegetation outside the survey area consists mainly of an open, landscaped
area of short grass and juniper shrubs with mature pine, sweet gum, and hickory along the
bank. A small portion of Lot 26A is covered in secondary growth mixed pine and
hardwoods, and the edge of this wooded area contains evidence of mechanical
disturbance (push piles). No prehistoric or historic cultural material was encountered in
the study area.
Summary and Recommendations
Background research found no known sites within the study area, and intensive surface
inspection revealed no evidence of historic or prehistoric sites or isolated artifacts within
the lot. Surface visibility was excellent along the highly eroded shoreline of High Rock
Lake. Based on the results of the investigation, it is our opinion that no significant sites
exist within Lot 26A.
