Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing conditions on the property consist of Herbert Akins Elementary School with parking lots and roads on the south side of the overall property. Outside of the existing school, the property is predominately made up of wooded and agricultural land. Two perennial streams run along the west and north property boundaries with an intermittent stream and adjacent wetlands flowing into the northern perennial stream. Herbert Akins road bounds the property to the east. Within the vicinity of the project is residential and agricultural land. 3b. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. * A S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. Impact area #1 is a proposed Zone 2 riparian buffer impact for a Stormwater Control Measure (i.e. SCM) Constructed Wetland outlet pipe. The outlet pipe will connect to an existing stormwater pipe therefore avoiding impacts to Zone 1 of the riparian buffer. Impact Area #'s 2A & 3A are exempt activities and included as a courtesy. Impact area #4A is a proposed Zone 1 & 2 riparian buffer impact for road impacts (i.e. grading, pavement, and erosion control measures) for road improvements necessary at the proposed entrance road and parking access. Impacts have been avoided and minimized by utilizing the existing culvert crossing. Impact area #'s 5A, 5B, 5C and 6A are proposed Zone 2 riparian buffer impacts for sanitary sewer construction. These impacts are necessary to provide sanitary sewer for the development. These impacts have been minimized by shifting this easement along the northern property boundary and by limiting the non -perpendicular buffer impacts to Zone 2 only. Impact area # 7A is proposed riparian buffer impact only for a sanitary sewer crossing. This impact is necessary to provide sanitary sewer for the development. These impacts have been minimized by crossing the stream at a near perpendicular angle and has avoided stream impacts by utilizing the Bore and Jack construction method and by utilizing a temporary timber mat (i.e. bridgemat) during construction activities. Please see Timber Matting detail. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. * The project will utilize silt fencing with silt fence outlets, temporary compost stocks, temporary sediment basins with baffles, inlet protection, and a temporary timber mat (i.e. bridgemat) for the stream crossings.
