Resource Environmental Solutions, LLC (RES) is pleased to inform you that mitigation earthwork,
planting, and installation of monitoring devices has been completed at the Poplar Creek Buffer/Nutrient
Offset and Stream Mitigation Bank. RES acquired 404 (SAW-2016-01985), 401 (DWR # 16-0979), and
NPDES Erosion and Sediment Control Plan (JC# 19-003-P) permits prior to construction. Stream
construction and planting was first completed in May 2019. RES originally setup the vegetation plots in
June 2019. Based on a site visit conducted by NCDWR on July 9th, construction was determined to be
incomplete until the IRT recommended updates were made. Reaches YB1-C and YB2-B were repaired in
the fall of 2019. In December 2019, the areas affected by construction were replanted and RES remeasured
the Stream Vegetation Plots 6, 7, 8, and a random plot. After all site work was complete, it was determined
that the original four vegetation plot monitoring devices, Vegetation Plot 1, 2, 3, and 4 for the Poplar Creek
Riparian Buffer and Nutrient Offset sections of the project were not impacted during site work and therefore
were not remeasured in December. Sixteen tree species were planted, and the site yielded an average of
1,083 stems per acre and 26 stems per plot. Photos of the four fixed vegetation plots are attached as well as
a map depicting the locations of the vegetation plots. All fencing was installed in July 2019.

A Baseline Monitoring Report will be submitted once the updated As-Built Survey is finalized. The
Baseline Monitoring Report will include updated buffer and nutrient crediting areas based on the surveyed
stream and easement. No major modifications of the stream alignment were made during stream
