This letter is in response to the violation notice the Harnett County Jetport received
because of the site inspection of January 15, 2020. I wish to emphasize our commitment
to address and correct the Action Items listed on the January 22, 2020 notice, and fully
comply with all the requirements of the NPDES Stormwater General Permit-
NCG 150000.
As your letter indicates, both the Stormwater Pollution Prevention Plan (SPPP) updates
and qualitative monitoring were not in compliance. This failure owned by the county
will be corrected immediately and in partnership with our day-to-day airport operations
contractor. Nevertheless, I am confident the failure resulted from new contractor
personnel, less emphasis on SPPP training, lack of communication between myself and
the jetport manager, and probably changes in operations. As we move forward, the
contractor will perform the qualitative monitoring and together we will update the SPPP
when and where needed. Finally, I will ensure SPPP training remains current, maintain
up-to-date documentation and provide change and monitoring oversight.
In order to ensure both the county and contractor maintain compliance, we are adding
scheduled meetings, normally once a month, to discuss overall operations including
SPPP actions, changes and any qualitative monitoring events/opportunities. These
scheduled meetings will tracked using electronic calendar reminders and updates sent
to both the contractor and county participants. Finally, our plan of action does include
regularly scheduled meetings to discuss operations and provide oversight including
SPPP actions, changes, and qualitative monitoring events.

I do want to emphasize we are committed to correcting the violations and maintain
compliance without further violations. We are committed to working hand -in -hand
with our contractor and the Department of Environmental Quality to ensure correct
discharge of stormwater from the jetport.
