FACILITY SUMMARY
Aurora Packing Company, Inc. (Aurora or the Permittee) operates a seafood facility generating
process wastewater categorized as Conventional Blue Crab [hand-picked] and Mechanized Blue Crab
processing in Beaufort County. They employ approximately 14 people and may operate 5 to 7 days a
week, usually May through December depending on the catch. The Division received the Permittee
Application to Renew on June 3, 2019 signed by President Glenn Williamson on May 28, 2019. This
permit expired on November 30, 2019.

Historical Permit Development
Permitting Guidance. According to NPDES Program guidance (Coleen Sullins' memo to
Permit Writers, 1993), federally regulated seafood -processing industries should adhere to the
following limits and monitoring requirements [as may be practicable considering updates to
State and Federal 40CFR Regulations (see Renewal Strategy Changes)]:
1. Flow — estimate Monthly, concurrent with monitoring of limited parameters
2. Temperature to WQ standard — No monitoring
3. pH— 6.0 to 9.0 standard units for fresh waters; 6.8 to 8.5 for tidal waters
4. Biocide Special Condition
5. TSS —Limit per guidelines with monthly monitoring
6. O&G — Limit per guidelines with monthly monitoring
7. BMP/dry cleanup requirements
CURRENT RENEWAL RATIONALLE — Environment vs. Production
Receiving -Stream - The Permittee discharges to an unnamed tributary of South Creek, a
waterbody classified SC -NSW. This facility is exempt from the Tar -Pamlico River Basin
Nutrient Strategy (2010) because of its relatively low discharge volume as episodic flow
estimated by the Permittee at maximum 16,100 gallons per day (sum of all processes
discharging).
The Permittee generates wastewaters from two sources designated as:
• Outfall 001 Conventional [hand processed] Blue Crab §40 CFR 408.22
• Outfall 002 Mechanized Blue Crab processing §40 CFR 408.32
Changes in Renewal Strategy — Previous effluents flowing via Outfalls 001 and 002 were
sampled separately but combined for reporting. These are hereby separated for reporting
because of considerable differences in waste allocation calculations per 40 CFR 408. The
following summarizes renewal changes:
1. Limits required of 40 CFR are separated by outfall [see sections A. (1.) and A. (2.)].
2. Flow limits are revised for Outfall 001 based on revised production to 0. 00 12
MGD monthly average (MA), and for Outfall 002 revised to MA 0.0007 MGD.
3. Temperature (°C) is retained considering a continued production of hot water.
4. Per EPA's monitoring preference for Total Suspended Solids (TSS) over
Settleable Solids (SS), DWR has discontinued SS monitoring in the permit.
5. The Permittee is hereby required to report monthly any outfall not in use as "no
flow" or "no discharge" in accord with the eDMR Program.

Blue Crab Production Estimates by Outfall - The renewal application estimates
production for renewal, herein compared to the previous permit cycle. Table 4.
includes a comparison of calculated limits, previous vs. renewal. Renewal
production is estimated by the Permittee as:
Outfall 001
• Maximum for a single day = 10,000 lbs/day
• Average of daily values for 30 consecutive days = 2,500 lbs/day
Outfall 002
• Maximum for a single day = 5,000 lbs/day
• Average of daily values for 30 consecutive days = 2,500 lbs/day
