HomeMy WebLinkAbout16_IDDEP SOP BrochureNCDOT Highway Stormwater PROGRAM ■ Illegal KNOW WHAT TO DO LOCATE: potential areas of activity • Ditches • Pipes • Drainage structures • Streams, lakes, and wetlands DETECT: type of activity • Any unauthorized dumping along roadway • Any illegal drainage connection to the roadway's drainage system • Any illegal placement of a hazardous waste material along roadway DETERMINE: pollutant type • Oil/grease • Suds/wash water • Chemicals • Hazardous Waste • Sewage • Barrels and drums • Fuels • Other REPORT: findings to supervisor • Location of activity: road name, mile marker, nearest intersection, and landmark • Type of structure: ditch, manhole, pipe, and other drainage structure • Physical observation: odor, color, source, appearance, land use, and vegetation condition DOCUMENT: use IDDEP form • Verify the reported findings • Once verified, document each illegal drainage connection, unauthorized dumping, or illegal placement of hazardous waste found using the IDDEP report form (https://www. ncdot.gov/initiatives- policies/environmental/stormwater/Documents/illicit- discharge-detection-elimination-report.pdf) - IDDEP • Forward completed IDDEP report form to the Roadside Environmental Unit, Environmental Operations Section, in Raleigh oF'MOR ti .., NCDOT Highway ..yy 9yTor Stormwater raax P PROGRAM LLEGAL DISCHARGE Illicit Discharge Detection & Elimination Program (IDDEP) (formerly Illicit Connection and Illegal Dumping Program) The Illicit Discharge Detection and Elimination Program (IDDEP) was created to detect and eliminate activities such as illegal dumping, illegal drainage connections, and the illegal placement of hazardous waste materials along the state's roadway system. The success of this program depends on NCDOT employees to detect and report this type of illegal activity. Once verified, supervisors document the employee's findings on the IDDEP form. The completed IDDEP form is then forwarded to the Roadside Environmental Unit (REU) in Raleigh. REU then communicates the findings to the North Carolina Department of Environmental Quality (NCDEQ) (IDDEP information must be provided to NCDEQ by the Department within 30 days of detection). NCDEQ regional field staff then investigates the findings and takes appropriate action based on the information provided. How can YOU help? LOCATE Locate areas where illegal activities typically occur. There are numerous ditches, pipes, drainage structures, and adjacent streams, lakes, and wetlands along the roadways of the state. These are areas where illegal drainage connections and unauthorized dumping are found. DETECT Detect what type of activity is conveying the pollutants. Pollutants are conveyed to roadway drainage systems by two primary activities. These activities are illegal drainage connections (a pipe or ditch) and unauthorized dumping of a solid or liquid waste material. DETERMINE Determine the pollutant type. Oil, fuels, chemicals, hazardous waste, wash water, sewage, and used barrels and drums are examples of common pollutants. Do not make contact or attempt to remove any pollutant or suspicious container found along the roadway. Hazardous materials should be removed by properly trained and certified personnel. REPORT Report any findings to your supervisor. Write down your observations. Include information about the pollutant type, the date found, the road name, the mile marker, the nearest intersection, the type of stormwater structure, and any other pertinent observation. DOCUMENT Document the illegal activity. Verify the reported findings. Once the illegal activity has been verified, the employee's supervisor completes the IDDEP report form to document the findings.
