Stormwater Performance Measure Workgroup
Recommendations Implemented
• Division RE responsible for target: 80-95% of SCMs LOS "C" or better.
• Division RE staff to perform annual inspection and ratings.
• Central REU staff to perform annual spot inspections.
• REU staff perform maintenance needs assessment every two years
(average LOS ratings steadily in B range).
• Inspection frequency is based on permit requirements and for most
annually. Vegetation control is the primary maintenance need,
Division RE staff typically conduct inspections typically in winter and
schedule maintenance in the spring; but could be year-round.
• Division inspectors to receive annual training concerning their duties to
include field calibration with Central REU staff.

LOS Ratings - Review
• SCMs are rated not just on their overall appearances, but
primarily on their functionality
• All components of SCMs are inspected to make sure they are
functioning properly, especially inlet & outlet structures
• Ideally, SCMs should be maintained at a LOS A or B, because
they can quickly fall into an unacceptable LOS D or F
• Most SCMs require inspection at
least 1 /year; however, some SCMs
may need more frequent attention
• SCMs are man-made and will fail if
not properly maintained

Basin, embankment, and emergency spillway (if present) are structurally sound

Emergency outlet control structure, sluice gate, and trash rack are structurally
sound and functional if present.
All components are free of sediment, leaves, trash, and other debris.
Sediment was removed from forebay if capacity was reduced to 500/0 orless.
Basin sidewalls and surrounding areas are stabilized with a dense cover of turf
grass maintained at a height of 6-15 inches.
