HomeMy WebLinkAbout01j_NCS000250 IA Program Overview 2019 9.20.19NORTH CAROLINA Department of Transportation 77- ARQI pli Industrial Activities Program September 2019 Agenda • Permit Requirements • Program Accomplishments • Considerations for the Future 2 Program Objectives • Maintain and implement a Stormwater Pollution Prevention Plan (SPPP or Plan) for each facility with an industrial activity that is covered by this permit. • Develop and implement a Plan prior to operation of any new industrial facilities. • Evaluate the effectiveness of the industrial SPPP for each industrial facility. • Perform required qualitative monitoring at stormwater discharge points or outfalls identified in SPPPs or during supplemental inspections for new sources and discharges as required. 3 Permit Requirements Maintain and implement a SPPP for each covered industrial activity and related facility. Perform visual monitoring at each facility. NCDOT shall maintain and implement a site specific Stormwater Pollution Prevention Plan (SPPP) for each covered facility with an industrial activity. For new activities or facilities, the SPPP shall be developed and implemented prior to operation. New activities and facilities shall be identified in the annual report and include a brief description and location information. Qualitative monitoring shall be performed at each industrial stormwater outfall or discharge point twice per year, once in the spring (April — June) and once in the fall (September — November). Qualitative monitoring requires an inspection of each stormwater outfall or discharge point for the following parameters: color, odor, clarity, floating solids, suspended solids, foam, oil sheen, erosion at or immediately below the stormwater discharge point or outfall, and other obvious indicators of stormwater pollution. Qualitative monitoring is for the purpose of evaluating the effectiveness of the SPPP. No analytical tests are required. NCDOT will pursue correction of stormwater quality where qualitative monitoring indicates degradation of quality in comparison to previous monitoring events. SPPP Implementation 9 IA Program has been operational for ~21 years. • Most program activities focus on maintaining SPPPs, conducting inspections, and providing training to keep employees aware of requirements. • Note: Contractor -owned activities on NCDOT property (e.g., asphalt plants) maintain their own SPPPs and/or SPCC Plans for their operations.
