Program Objectives
• Implement a program to detect illicit
discharges, spills, and illegal dumping into
NCIDOT's transportation separate storm
sewer system (TS4)
• NCIDOT shall implement appropriate
procedures and actions to report illicit
spills, discharges, and illegal dumping for
appropriate enforcement or other action by
NCIDEQ

Permit Requirements

Inspections
• NCDOT maintenance and construction
workers inspect NCDOT roadways and
facilities during work related activities to
identify potential illicit discharges and illegal
dumping
• NCDOT staff document semi-annual outfall
inspections at NCDOT industrial facilities
and report any illicit discharges
• NCDOT staff and contractors perform and
document inspections of construction sites
weekly and/or after rain events and report
potential illicit discharges
• NCDOT staff perform inspections for illicit
discharges/illegal dumping during outfall
inventory field inspections

Division staff in PY 2018 and disseminated results during
IDDEP Training in PY 2019

Considerations for the Future
• NCDOT continues to evaluate the
program's internal processes to identify
any new opportunities for improvement
and to help the HSP target certain areas
that may need additional IDDEP education
or coordination assistance.
• NCDOT has plans to update some IDDEP
procedures in near future.
