Provide training on vegetation management. Continue to consult with North Carolina Department of Agriculture and Consumer Services (NCDA&CS) and North Carolina State University (NCSU), as needed, in selecting appropriate pest contro methods and implementation practices. NCDOT will maintain and update the NCDOT Roadside Vegetation Management Manual as new methods and practices are adopted by NCDOT. Restrict pesticide and fertilizer usage to those materials approved by EPA/NCDA&CS. Pesticide and fertilizer shall be used in accordance with label restrictions. Provide annual training for vegetation management personnel and contractors or require equivalent training for contractors. The training shall consist of appropriate uses and applications of pest control methods used by NCDOT. This training shall be designed to increase awareness of proper mowing techniques, release of biological and chemical agents, appropriate spill response, the correct use and handling of products and the potential for water quality impacts. REU Central Vegetation Management Section • Provides statewide guidance on the application of pesticides, fertilizers, and other vegetation management materials to minimize pollutant potential of stormwater runoff. • Assists Divisions and Roadside Department crews with purchasing materials, application equipment, and contract labor and providing overall vegetation management guidance and training including Daily Pesticide Application Forms. -.-'r.r:-•.•r.r:-r.'.. •:r.':'.'.•":'•. :r: ..'.r:-:.-_"•. - -. ..'r.r..-r.:•.r;.-r: -:•..•f: r:-.r:".. .. .. Materials & Equipment • REU's VM Section obtains bids from various materials used by Division field personnel, including: — Seed (Field, Turfgrass, Wildflower, and Native grasses) — Pesticides — Fertilizer/ Limestone — Mulch/ Compost • REU's VM Section manages the use of specialized equipment for vegetation management along NCDOT roadways. • REU is also responsible for researching and field-testing new products and materials used by Division forces. 0 HSP Research • Examples of Vegetation Management related Research projects include: — Stormwater Infiltration and Pollinator Habitat Zones Along Highways (Deep Tillage) — Roadside Pollinator Study week. This pest is a hitchhiker and can eosly be moved long distonaes Iluough hVman assisted movement. Please help prevent the spread of spotted lanternlly into uninlested areas. All life stages of spofed lanternlly can hitchhike, but the eggs and adults post the greatest risk for movement- 1 14 Vegetation Management Manual NCDOT updated its Vegetation Management Manual in November 2017 NORTH CAROLINA DEPARTMENT OF TRANSPORTATION VEGETATION MANAGEMENT MANUAL ROADSIDE ENVIRONMENTAL UNIT a ,- r NOVEMBER 2017 (second revision) 15 Training • NCDOT's Vegetation Management Section coordinates statewide training and recertification programs for REU personnel. Training responsibilities include: — Scheduling facilities, — Coordinating speakers, and — Developing field manuals and guidelines for various programs. • Training is based upon the latest research and information available from NCSU, other state agencies and NC Vegetation Management Association. Training • Pesticide Licensing and Recertification Training • DOT provides regular pesticide training, with workshop -type sessions occurring annually, sometimes regionally • Agenda topics include: — Pesticide Safety and Inventory Control, — Aquatic Pesticide Regulations (NPDES Overview) and Aquatic Weed Identification, — Pesticide Families and Label Change Updates, — Information on TeeJet Matrix® Pro Console Technologies, and — Work Functions as they relate to Pesticide Applications and Data Tracking. • Presenters will include NCDOT REU Central office staff, NCSU researchers, NCDA&CS regional pesticide inspectors, and Teejet Technologies Southeast Regional Sales Managers. 17 rr!rrr!rrrrrrrr!:`FJ!!"J!rr:'J!rr'i'!!rr'i'r!rrrrrr:-rr l.•Fr!:" • To develop a GIS database of pesticide applications intent to reduce over -lapping applications Develop future TeeJet Matrix° Pro Console Technologies Operations �rrwr r �rrrrrrrrrrrrrrrrrrrrrrrrrd�� r rr.wr rrr �.r�rr:rr�rrrrrrrrrrr��r� rtra��rrr..� �rrrrr wrirr rrrrrr�rrrr....�r.rr----------_ Training • NCDOT REU also participates and presents at Statewide and National Conferences • NCVMA Symposium (December 11-12, 2019) — Pesticide recertification credits offered at this training as well • National Conferences • TRB — January 13-17, 2019 • NRVMA — September 18-20, 2019 • Other Vegetation Management Training — Transportation Worker Training Program 19 Pollinator Habitat Effort • NCDOT is establishing pollinator habitats across the state, utilizing NCDOT right-of-way to plant specific species of pollinator friendly plants. • Sponsors are joining in the effort (Public Outreach). — Bayer CropScience provided $150,000 to NCDOT to establish pollinator habitats along state roadways. — New Leaf Society provided $12,000 for Alamance County Rest Area Pollinator Initiative — Private Citizen provided $500 for NCDOT to install more milkweed plants to support Monarch migration. — Piedmont EMC provided $4,200.00 to create pollinator habitat for two years. 20 Considerations for the Future • NCDOT's Vegetation Management Program is a mature program and NCDOT plans to continue to maintain established procedures. • NCDOT plans to continue turfgrass and pesticide evaluation and research to provide and maintain permanent groundcover on NCDOT roadsides. • NCDOT continues to evaluate the program's internal processes to identify any new opportunities for improvement. 21 Vegetation Management Program �Vw.
