5. Post -Construction Stormwater Program
a. Objectives
In cooperation with DENR, implement a post -construction stormwater program to
regulate stormwater from new NCDOT development and redevelopment for new
built upon area (BUA) by requiring structural and non-structural best management
practices to protect water quality, reduce pollutant loading, and minimize post -
construction impacts to water quality.
b. Management Measures
The NCDOT shall implement the following management measures to meet the objectives
of the Post -Construction Runoff Stormwater Program.

BUA means impervious surfaces which do not allow water to infiltrate through the surface
and into the subsoil.
New BUA per the PCSP means "a net increase in built -upon area within a project boundary."
