Program Objectives
• Continue to control development activities disturbing one or more acres of
land surface including activities by NCDOT contractors.
• Require construction site operators to implement appropriate erosion and
sediment control (ESC) practices.
• Require site inspection and enforcement of control measures.
• Establish requirements for construction site operators to control waste that
may cause adverse impacts to water quality such as discarded building
materials, concrete truck washout, chemicals, litter, and sanitary waste at
the construction site.
• Continue to implement ESC measures and reclamation plans on all borrow
pit and waste site projects, including activities at Ferry Terminals associated
with dredging activities and contractor owned or leased borrow pits
associated with NCDOT projects in keeping with the ESC program
delegated by North Carolina Sedimentation Control Commission.

compliance issues with NCDOT construction

Daily Project Inspection
• Project personnel inspects and monitors the construction
of a project daily and records daily activities and rainfall
amounts.
• Responsible for NCG01 record keeping.
• If a compliance issue develops, project personnel in
conjunction with the contractor will address the issue and
corrective actions are made.
• If the corrections are deemed severe by the project
engineer, then operations on the project are suspended
until the compliance issue is rectified.

Monthly Project Inspections
• There are 7 REU
Field Operations offices,
each covering 2
of the 14
highway divisions
in the State. Each office
has at least two
engineers
per office.
• REU Field Operations staff performs monthly site reviews on all DOT
land disturbing projects to determine if the ESC plans and permits are
implemented accordingly, and that the necessary maintenance is
occurring.
• NCG01 documentation is reviewed and any deficiencies are identified.
• Each project is evaluated on a scale of 1-10 for installation of
measures, maintenance of measures, effectiveness of measures, plan
implementation and overall project evaluation.
• If the site review identifies a situation that is not being corrected, then
an Immediate Corrective Action (ICA) notice can be issued. An overall
score of 6 or less results in the issuance of an ICA report.

Reclamation Process
• NCDOT operates under its exemption
from the Mining Act for borrow sites
provided all materials are used "in
connection with the construction, repair,
and maintenance" of our road system.
• Reclamation sites follow all requirements
for ESC and fall under NCDOT's
delegated program based on the Mining
Act and SPCA

Reclamation Process
• NCDOT requires reclamation plans for all
waste/borrow sites that exceed project limits
regardless of size
• Environmental Evaluations are conducted on all sites
before approved for use to confirm that sites do not
impact any jurisdictional areas or federally protected
species.
• An EC plan is designed and implemented at each site
• Final inspections are conducted on all waste/borrow
sites or prior to project completion if property owners
elect to take responsibility of the site.

Reclamation Process
• Reclamation sites that require dewatering
operations will require an evaluation to
determine setbacks to minimize the risk of
impacts to adjacent jurisdictional areas.
• Effluent from dewatering operations will be
monitored and the appropriate
management procedures will be used to
make sure NCDOT is in compliance with
the applicable regulations.

Certification Prog.ram
• NCSU's Biological & Agricultural Engineering and Soil Science Departments
have partnered with NCDOT to offer ESC/Stormwater Certification Program
to ensure personnel are trained to comply with ESC/stormwater provisions
on NCDOT projects.
• NCDOT requires all contractors and NCDOT personnel to have a certified
Level II supervisor and foreman to oversee operations on NCDOT projects.
• Certification must be renewed every three years.

Binding Agents
