PROJECT SUMMARY: Applicant proposes to develop a vacant, commercial lot into retail space, consisting of 4 buildings, 50 parking spaces, and a wet detention pond. An existing drive entrance will be re-aligned. FIELD INVESTIGATION REPORT: Primax Properties, LLC Page 02 9. NARRATIVE DESCRIPTION: The project site is located within the 4000 block of Arendell Street (US 70) in Morehead City, located between US 70 and the Atlantic Railway, within 75' of the upper reaches of Peletier Creek. Peletier Creek is connected by culvert under US 70, and forms a pond on the north side of the highway. Wendy's Flower Shop By The Pond borders the property to the east. There is an existing drive entrance through this property that serves the flower shop. Other than this feature, there is no development on the site. Municipal water and sewer services are available to the property. The property borders the 30' buffer from coastal waters on its south side, with the southeast corner of the lot located within the 75' Area of Environmental Concern (AEC). The substrate on the lot is sandy, and vegetation consists of Sweetgum, pines, and maples. Elevation on the property averages +6' msl. The waters of Peletier Creek are classified SB by the Division of Water Quality. The area is not designated Primary Nursery by the Division of Marine Fisheries, and the waters are closed to the taking of shellfish for consumption. The Morehead City Land Use Plan classifies this area of the city as Developed, with all AEC's classified as Conservation. The project calls for the disturbance of greater than one acre, requiring stormwater and sedimentation/erosion control plans, and consequently, a CAMA Major Permit. Applications were made to the Division of Water Quality and Division of Land Resources on August 09, 2000. Approval has been granted for connection to the existing municipal services. The applicant wishes to construct a retail center on the property. The existing driveway for the adjacent business will be re-aligned to connect to US 70 on the southeastern side of the property. A wet detention pond, approximately 117' x 50', will be constructed along the southern boundary, parallel to US 70, for stormwater purposes. Stormwater will be collected by curb and gutter and channeled to this feature. On the north side of the property, the applicant proposes to construct 4 retail buildings. The largest of these will be 60' x 100' in size, serving as the "anchor" building for the development. Two retail space buildings will be 20' x 70' in footprint, and one will be 15' x 70'. There will be 50 asphalt parking spaces associated with the development, scattered throughout the property. With the exception of the detention pond and its limited landscaped border, the entire property will be impervious, post construction. Within the Coastal Shoreline AEC, the result will be 6.32% impervious. The property lines restrict encroachment into the 30' buffer from the waters of Peletier Creek. 10. ANTICIPATED IMPACTS: As proposed, the project will result in the wholesale clearing and grading of the entire lot, or 1.27 acres. Approximately .97 acres of this will be impervious surface area upon conclusion of construction. Traffic patterns in the area should be only minimally affected. Turbidity impacts during construction should be minimal as well, due to the lawn buffer existing between the surface waters and the area proposed for disturbance. T. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Form DCM-MP-1 site. Include highway or secondary road (SR) numbers, landmarks, and the like. • A Stormwater Certification, if one is necessary. • A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such owners have received a copy of the application and plats by certified mail. NARRATIVE DESCRIPTION: The project site is located within the 4000 block of Arendell Street (US 70) in Morehead City, located between US 70 and the Atlantic Railway, within 75' of the upper reaches of Peletier Creek. Peletier Creek is connected by culvert under US 70, and forms a pond on the north side of the highway. Wendy's Flower Shop By The Pond borders the property to the east. There is an existing drive entrance through this property that serves the flower shop. Other than this feature, there is no development on the site. Municipal water and sewer services are available to the property. The property borders the 30' buffer from coastal waters on its south side, with the southeast corner of the lot located within the 75' Area of Environmental Concern (AEC). The substrate on the lot is sandy, and vegetation consists of Sweetgum, pines, and maples. Elevation on the property averages +6' msl. The waters of Peletier Creek are classified SB by the Division of Water Quality. The area is not designated Primary Nursery by the Division of Marine Fisheries, and the waters are closed to the taking of shellfish for consumption. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Form DCM-MP-1 site.
