INTRODUCTION
Thompson Environmental Consulting, Inc. (TEC) has conducted a field survey for the presence
or absence of potential jurisdictional features on approximately 10.5 acres owned by Walter
Todd Starnes located on Trinity Church Road in Monroe, North Carolina (Union County Tax
Parcel: 04267007).
INVESTIGATION METHODOLOGY & SITE PHYSICAL CHARACTERISTICS
Prior to the initiation of field efforts, available resources were reviewed, including the
appropriate U. S. Geological Survey (USGS) 7.5-minute topographic quadrangle, Natural
Resource Conservation Service (NRCS) soil survey (Union County), the National Wetlands
Inventory Areas (NWI) database, as well as state geographic information system stream data
layers.
A field review was conducted on January 24, 2020 to determine the presence or absence of
jurisdictional features; a three -parameter approach was used for the determination of wetlands
(presence of hydric soils, hydrophitic vegetation, and evidence of jurisdictional hydrology) as
outlined by the U.S. Army Corps of Engineers (USACE) and the Methodology for Identification
of Intermittent and Perennial Streams and Their Origins (V.4.10, 2010), as developed by the
North Carolina Division of Water Resources (NCDWR), was used to determine the presence or
absence of jurisdictional streams.
The property is currently undeveloped is mostly cleared. Approximately 2.2 acres at the south
end of the tract remains vegetated by a mixed deciduous forest. The project study area is located
within the Lower Yadkin — Pee Dee River Basin (Hydrologic Unit 03040202).
FINDINGS
No potentially jurisdictional streams or wetland areas were identified within the project study
area.
CONCLUSION
The findings presented herein represent TEC's professional opinion based on our field review
and knowledge of the current rules and regulations governing jurisdictional stream and wetland
features. This is not a USACE or NCDWR approved delineation of potential jurisdictional
features within the project study area.
