Dear Sirs:
You have our approval, in accordance with the attached conditions, to construct an aerial sanitary sewer;ine crossing over 0.04
acres of wetlands in Halifax County, as you described in your application received by the Division of Water Quality on September
15, 2000. After reviewing your application, we have determined that this action is covered by General Water Quality Certification
Number 3288. This Certification allows you to use Nationwide Permit Number 12 when issued by the U.S. Army Corps of
Engineers. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but
not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations. Also this approval will
expire when the accompanying 404 permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application except as modified below. If you
change your project, you must notify us and you may be required to send us a new application. If the property is sold, the new
owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions.
If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described
in 15A NCAC 2H .0506 (h) (6) and (7). This approval shall expire when the corresponding Nationwide Permit expires or as
otherwise provided in the General Certification. For this approval to be valid, you must follow the conditions listed in the attached
certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within
60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the
North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This
certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you have any

• FINDING OF NO SIGNIFICANT IMPACT (FNSI)
'T'itle VI of the amended Clean Water Act requires the review and approval of
environmental information prior to the construction of publicly-owned wastewater
treatment facilities financed by the State Revolving Fund (SRF). The proposed project
will be financially supported by a loan and a hardship grant. The project has been
evaluated for compliance with the North Carolina Environmental Policy Act and
determined to be a major agency action which will affect the environment.
Project Applicant: Halifax, North Carolina

Project Description: The proposed project consists of extending Halifax's
collection system to serve the Dobbs Street area in the town
of Halifax and the Purnell Park neighborhood which is
contiguous to the town's boundaries. The central pump
station will also be upgraded, and improvements will be made
to the existing wastewater treatment system.
Total Project Cost: $669,485
Hardship Grant: $569,063
Revolving Loan: $100,422
Mitigative measures will be implemented to avoid significant adverse environmental
impacts, and an environmental impact statement (EIS) will not be required. The decision
was based on information in the facilities plan, a public hearing document, and reviews
by governmental agencies. An environmental assessment supporting this action is
attached. This FNSI completes the environmental review record; which is available for
inspection at the State Clearinghouse.
No administrative action will be taken on the proposed project for at least thirty calendar
days after the FNSI has been published in the North Carolina Environmental Bulletin-

ENVIRONMENTAL ASSESSMENT
A. Proposed Facilities and Actions
Figure 1 identifies the location of the proposed facilities for the town of Halifax.
Collection/Transport/Treatment Facilities Halifax will extend the collection system to
serve the Dobbs Street area, and the Purnell Park neighborhood. The Dobbs Street area is
located in the town's boundaries, and the Purnell Park neighborhood is contiguous to the
town's limits. An extension to the existing collection system will require the installation
of approximately 5,260 l.f. of 8-inch gravity sewers, 20 manholes, 1,600 11. of 2-inch
force main, a grinder pump station, and a portable generator. Additionally, the central
pump station has several deficiencies that could cause raw sewage to be discharged into
surface water. Therefore, the central pump station will be upgraded by replacing the
existing pumps with two submersible pumps, installing a shredder upstream of the pump
station, providing an emergency power generator, and supplying an automatic dialer. A
final element of the proposed improvements will require modifications to the three-cell
facultative lagoon. This renovation will require the installation of an influent bar screen,
four surface aerators, and electrical modifications and controls. The existing treatment
system is permitted to process 0.075 million gallons per day (mgd), and the average flows
range from approximately 0.019 to 0.029 mgd. The proposed project would add
approximately 0.015 mgd to the existing flow.
B. Existing Environment
Topography and Soils. The town of Halifax is located in Halifax County, which is in
the Coastal Plain section of the state. The topography is flat, and the soils are generally
sand and clay. Soils in and around the town have a slow permeability rate and are not
well suited for disposal of sewage effluent.
Surface Waters. The town of Halifax is located in the Roanoke River Basin. Effluent
from the town's. treatment plant is discharged into Quankey Creek, a Class "C"stream
with a 7-day, 10-year low flow of 0.7 cubic feet per second (cfs) and a 30-day, 2-year low
flow of 2.9 cfs.
Water Supply. The town of Halifax receives water from the Halifax County water
system, which purchases bulk water from the town of Weldon and the city of Roanoke
Rapids.

• C. Existing Wastewater Facilities
The town of Halifax operates a collection system which includes approximately two miles
of vitrified clay pipe. The wastewater treatment system consists of a three-cell facultative
lagoon which was designed to treat 0.075 mgd with a discharge into Quankey Creek. The
Dobbs Street area, which is located within the town of Halifax, and the Purnell Park
neighborhood, which is situated adjacent to the town's boundaries, are not served by the
central collection and treatment system. The two unserved areas consist of approximately
50 homes with septic tank drainfields. Soils are inadequate to provide the necessary on-
site treatment by septic tank drainfields.
D. Need for Proposed Facilities and Actions
The septic tank drainfield failure rate is reported to be almost 100 percent for the
residents in the Dobbs Street area and the Purnell Park neighborhood. The director of the
Halifax County Health Department has characterized the situation as a serious threat to
public health. The problem is also a serious threat to water quality because the unsewered
areas are located on a plateau approximately 600 feet south of the Roanoke River. Failing
• septic tanks are causing raw or poorly treated wastewater to be discharged to surface
waters. This discharge contains the pollutants such as fecal coliform, bacteria, ammonia,
and high biochemical oxygen demand. Also, the discharge of human waste is a health
hazard that limits the opportunities and the quality of life for residents of the two
unsewered areas. Therefore, the proposed collection/transport facilities need to be
installed to provide central sewer service. Additionally, the wastewater plant needs to be
upgraded to assure that all of the flow from the town of Halifax's collection system can
be provided the necessary treatment to comply with the NPDES permit and to protect
water quality in the Roanoke River
E. Alternatives Analysis
The town of Halifax needs to provide collection/transport facilities to eliminate a public
health problem and to protect water quality. Also, the town needs to upgrade the
treatment plant to comply with the NPDES permit. Accordingly, a facilities plan was
prepared and several alternatives were evaluated. The "no-action" alternative would
require continued use of poorly functioning septic tank drainfields. This alternative is
unacceptable because the discharge of untreated or inadequately processed waste will
continue unless the proposed project is implemented. Consideration was given to
repairing the individual septic tank systems, but the Halifax County Health Department

indicated that the soils were not suitable. The types of alternative collection methods
evaluated consisted of a pressure sewer and septic tank effluent pump (STEP) system and
a gravity collection system. The cost-effective analysis shows the gravity collection
system has the most favorable present-worth value. Therefore, the selected alternative is
to extend the gravity sewer system to the two unsewered areas and provide the necessary
pumping facilities to transport the wastewater to the existing plant to be upgraded to
comply with the NPDES permit.
F. Environmental Consequences, Mitigative Measures
All of the proposed collection/transport facilities will be installed primarily within
existing road or street rights-of-way except for one line which will cross a wooded ravine
between Dobbs Street and Purnell Park. Approximately 0.6 acres of woodland must be
cleared to install the sewer line. The same sewer line will require disturbing about 950
square feet of wetlands. The Corps of Engineers will be contacted concerning approval
of a Nationwide permit to construct the sewer line in a wetland area. All of the proposed
project activities at the central pump station and the treatment facilities will not cause any
significant disturbance to previously cleared areas. The Department of Cultural
Resources is not aware of any properties of architectural, historical, or archaeological
significance that would be affected by the project. The U.S. Fish and Wildlife Service
does not object to the proposed construction. North Carolina's Wildlife Resources
Commission elected not to comment on the proposed project. Construction of the
proposed project will be accomplished in compliance with all rules, regulations, and
required mitigative measures. Implementation of the project should have a beneficial
impact by protecting water quality and providing the necessary sewer facilities to protect
public health.
G. Public Participation, Sources Consulted
A public hearing was held November 2, 1998 on the proposed collection/transport
facilities to serve the unsewered areas and the proposed improvements to the existing
treatment system. The hearing covered problems of inadequate on-site treatment
facilities, need for the proposed project, and cost to implement the selected alternative.
No opposition to the proposed project has been expressed. Individual property owners
will be required to connect to the collection system. All customers using 5,000 gallons of
water, living inside the town's limits, will pay approximately $14.50 per month for sewer
service. Those customers residing outside the town's boundaries will pay approximately
$29.00 per month for sewer service.

Title VI of the amended Clean. Water Act requires the review and approval of
environmental information prior to the construction of publicly-owned wastewater
treatment facilities financed by the State Revolving Fund (SRF). The proposed project
will be financially supported by a loan and a hardship grant. The project has been
evaluated for compliance with the North Carolina Environmental Policy Act and
determined to be a major agency action which will affect the environment.

Project Description: The proposed project consists of extending Halifax's
collection system to serve the Dobbs Street area in the town
of Halifax and the Purnell Park neighborhood which is
contiguous to the town's boundaries. The central pump
station will also be upgraded, and improvements will be made
to the existing wastewater treatment system.

Mitigative measures will be implemented to avoid significant adverse environmental
impacts, and an environmental impact statement (EIS) will not be required. The decision
was based on information in the facilities plan, a public hearing document, and reviews
by governmental agencies. An environmental assessment supporting this action is
attached. This FNSI completes the environmental review record, which is available for
inspection at the State Clearinghouse.
No administrative action will be taken on the proposed project for at least thirty calendar
days after the FNSI has been published in the North Carolina Environmental Bulletin.

• ENVIRONMENTAL ASSESSMENT
A. Proposed Facilities and Actions
Figure 1 identifies the location of the proposed facilities for the town of Halifax.
Collection/Transport/Treatment Facilities Halifax will extend the collection system to
serve the Dobbs Street area. and the Purnell Park neighborhood. The Dobbs Street area is
located in the town's boundaries, and the Purnell Park neighborhood is contiguous to the
town's limits. An extension to the existing collection system will require the installation
of approximately 5,260 11. of 8-inch gravity sewers, 20 manholes, 1,600 l.f. of 2-inch
force main, a grinder pump station, and a portable generator. Additionally, the central
pump station has several deficiencies that could cause raw sewage to be discharged into
surface water. Therefore, the central pump station will be upgraded by replacing the
existing pumps with two submersible pumps, installing a shredder upstream of the pump
station, providing an emergency power generator, and supplying an automatic dialer. A
final element of the proposed improvements will require modifications to the three-cell
facultative lagoon. This renovation will require the installation of an influent bar screen,
four surface aerators, and electrical modifications and controls. The existing treatment
• system is permitted to process 0.075 million gallons per day (mgd), and the average flows
range from approximately 0.019 to 0.029 mgd. The proposed project would add
approximately 0.015 mgd to the existing flow.
B. Existing Environment
Topography and Soils. The town of Halifax is located in Halifax County, which is in
the Coastal Plain section of the state. The topography is flat, and the soils are generally
sand and clay. Soils in and around the town have a slow permeability rate and are not
well suited for disposal of sewage effluent.
Surface Waters. The town of Halifax is located in the Roanoke River Basin. Effluent
from the town's. treatment plant is discharged into Quankey Creek, a Class "C"stream
with a 7-day, 10-year low flow of 0.7 cubic feet per second (cfs) and a 30-day, 2-year low
flow of 2.9 cfs.
Water Supply. The town of Halifax receives water from the Halifax County water
system, which purchases bulk water from the town of Weldon and the city of Roanoke
Rapids.

C. Existing Wastewater Facilities
The town of Halifax operates a collection system which includes approximately two miles
of vitrified clay pipe. The wastewater treatment system consists of a three-cell facultative
lagoon which was designed to treat 0.075 mad with a discharge into Quankey Creek. The
Dobbs Street area, which is located within the town of Halifax, and the Purnell Park
neighborhood, which is situated adjacent to the town's boundaries, are not served by the
central collection and treatment system. The two unserved areas consist of approximately
50 homes with septic tank drainfields. Soils are inadequate to provide the necessary on-
site treatment by septic tank drainfields.
D. Need for Proposed Facilities and Actions
The septic tank drainfield failure rate is reported to be almost 100 percent for the
residents in the Dobbs Street area and the Purnell Park neighborhood. The director of the
Halifax County Health Department has characterized the situation as a serious threat to
public health. The problem is also a serious threat to water quality because the unsewered
areas are located on a plateau approximately 600 feet south of the Roanoke River. Failing
• septic tanks are causing raw or poorly treated wastewater to be discharged to surface
waters. This discharge contains the pollutants such as fecal coliform, bacteria, ammonia,
and high biochemical oxygen demand. Also, the discharge of human waste is a health
hazard that limits the opportunities and the quality of life for residents of the two
unsewered areas. Therefore, the proposed collection/transport facilities need to be
installed to provide central sewer service. Additionally, the wastewater plant needs to be
upgraded to assure that all of the flow from the town of Halifax's collection system can
be provided the necessary treatment to comply with the NPDES permit and to protect
water quality in the Roanoke River
E. Alternatives Analysis
The town of Halifax needs to provide collection/transport facilities to eliminate a public
health problem and to protect water quality. Also, the town needs to upgrade the
treatment plant to comply with the NPDES permit. Accordingly, a facilities plan was
prepared and several alternatives were evaluated. The "no-action" alternative would
require continued use of poorly functioning septic tank drainfields. This alternative is
unacceptable because the discharge of untreated or inadequately processed waste will
continue unless the proposed project is implemented. Consideration was given to
repairing the individual septic tank systems, but the Halifax County Health Department

indicated that the soils were not suitable. The types of alternative collection methods
evaluated consisted of a pressure sewer and septic tank effluent pump (STEP) system and
a gravity collection system. The cost-effective analysis shows the gravity collection
system has the most favorable present-worth value. Therefore, the selected alternative is
to extend the gravity sewer system to the two unsewered areas and provide the necessary
pumping facilities to transport the wastewater to the existing plant to be upgraded to
comply with the NPDES permit.
F. Environmental Consequences, Mitigative Measures
All of the proposed collection/transport facilities will be installed primarily within
existing road or street rights-of-way except for one line which will cross a wooded ravine
between Dobbs Street and Purnell Park. Approximately 0.6 acres of woodland must be
cleared to install the sewer line. The same sewer line will require disturbing about 950
square feet of wetlands. The Corps of Engineers will be contacted concerning approval
of a Nationwide permit to construct the sewer line in a wetland area. All of the proposed
project activities at the central pump station and the treatment facilities will not cause any
significant disturbance to previously cleared areas. The Department of Cultural
Resources is not aware of any properties of architectural, historical, or archaeological
. significance that would be affected by the project. The U.S. Fish and Wildlife Service
does not object to the proposed construction. North Carolina's Wildlife Resources
Commission elected not to comment on the proposed project. Construction of the
proposed project will be accomplished in compliance with all rules, regulations, and
required mitigative measures. Implementation of the project should have a beneficial
impact by protecting water quality and providing the necessary sewer facilities to protect
public health.
G. Public Participation, Sources Consulted
A public hearing was held November 2, 1998 on the proposed collection/transport
facilities to serve the unsewered areas and the proposed improvements to the existing
treatment system. The hearing covered problems of inadequate on-site treatment
facilities, need for the proposed project, and cost to implement the selected alternative.
No opposition to the proposed project has been expressed. Individual property owners
will be required to connect to the collection system. All customers using 5,000 gallons of
water, living inside the town's limits, will pay approximately $14.50 per month for sewer
service. Those customers residing outside the town's boundaries will pay approximately
$29.00 per month for sewer service.
