Caswell County(NC)&City of Danville Dear Mr. Veihl: On February 4, 2020, Brandon Wise and Zac Lentz, inspectors with the North Carolina Department of Environmental Quality(NCDEQ)—Division of Energy, Minerals, and Land Resources, inspected the facility located at 250 Celotex Way in Danville. The purpose of this visit was to conduct a compliance inspection as part of NCDEQ's goal to inspect all permitted facilities. The inspection consisted of review of the Stormwater Pollution Prevention Plan (SWPPP)and each of its components, review of the facility outfall,as well as the review of the overall site conditions. Permit: This facility has General Stormwater Permit NCG210111 to discharge stormwater from industrial activity associated with Lumber and Wood Products,Except Furniture [SIC 241 under the National Pollutant Discharge Elimination System(NPDES). This version of the permit was issued on August 1, 2018 and will expire on July 31, 2023. The facility has been permitted since March 26, 1993. Records/Reports: This facility is required to develop and maintain a SWPPP in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SWPPP for a minimum of five(5) years. Under this permit, analytical monitoring is required under current operating procedures. The facility records show sampling is being completed and is kept onsite in the office. Annual updates to the SWPPP are required in accordance with Part II, Section A, Item 8 of the permit. The SWPPP was well put together and was updated annually with the current SWPPP being dated March 2019. Overall the SWPPP was well put together and had all required documentation and very detailed site maps. Facility Site Review: This facility operates as a large fiberboard manufacturing facility. Fiberboard is a type of engineered wood product that is created using wood fibers and pressed into a single sheet of wood. The facility has large amounts of finished product stockpiles located on the western side of the facility. The final product is typically stored with a cover on the actual product. This side of the facility discharges to a ditch that runs around the western side of the building and discharges to an unnamed tributary of Hogans Creek. The newly graveled area where final products is stored flows to two drop inlets that then discharge to a holding pond before being discharged to the same ditch. On the eastern side of the facility a large stockpile of wood chips is stored for use in the process. A majority of this stormwater flows north to the Virginia outfall. In the southeastern corner of the facility there is an area of storage for old materials and waste materials. This area needs to have better housekeeping due to the size of the debris allowing for it to be moved by the stormwater. Facility contacts informed NCDEQ that they are currently working on removing leftover materials from the facility, therefore this area should be cleaned up in the future. February 7,2020 Page 2 of 2 flows to a railroad track where the collection point is located. It should be noted that all discharges from the facility have the ability to be shut with gates on the pipes in order to prevent any unwanted spills from reaching the waterways. Effluent Receiving Waters: Effluent from this facility drains into an unnamed tributary of Hogans Creek, class"WS-IV"waters of the Roanoke River Basin and the Dan River, class"WS-IV"waters of the Roanoke River Basin. Please note these waters are subject to protections as documented by North Carolina Administrative Code, 15A NCAC 2B .0216. Self-Monitoring Program: This facility is required to provide qualitative and analytical monitoring twice annually. The outfall discharge from the facility is expected to be properly maintained and monitored. At the time of the inspection monitoring was being completed and records showed regular inspections were being completed as well. Monitoring records showed a single exceedance during the last sampling period. This exceedance was of total suspended solids and was caused by ground disturbing activity that has since been addressed. There are no additional comments or changes to the currently operating permit. Please continue to keep up the facility and continue to monitor the stormwater outfalls and discharges. Facility has very well put together SWPPP with all requirements. Monitoring is being completed, recently had a TSS exceedance due to a newly graded lot discharging to the outfall. Issue was addressed with new gravel being put down to reduce the amount of sediment reaching the outfall. Some areas of the facility needed housekeeping improvements,facility contacts informed NCDEQ that they are in the process of removing scrap from previous owners and this will help with the housekeeping issues.
