DATE: 29 October 2009 SUBJECT: Carl Spruill Columbia, Tyrrell County Albemarle Sound CAMA Major Permit Application ? r Hood Richardson, PA, on behalf of Mr. Henry Carl Spruill has submitted a Major CAMA and State Dredge and Fill permit application for development at 73 Waterfront Road off SR 1234 at Taylor's Beach on the Albemarle Sound near Columbia in Tyrrell County, North Carolina. As a result of on-site meetings with owner Mr. Henry Carl Spruill, Division of Coastal Management Director Jim Gregson, and employees David Moye, Kelly Spivey, and former Division of Water Quality employee Kyle Barnes, Mr. Spruill has modified his CAMA Major Permit application. The original application placed the alignment of the new bulkhead an average ± 11' and a maximum distance of ±22' waterward of the existing bulkhead. The modified application would place the new bulkhead ±2' waterward of the existing bulkhead with rip rap ±8' waterward of the new bulkhead. The applicant also proposes to dampen the angle of attachment to the existing bulkhead protecting the property on the west side. In addition Mr. Spruill proposes to construct a ±12' wide by ±100' long rip rap breakwater at the location of the old wood breakwater on the upstream (west) side. The breakwater will have a ±10' opening halfway the total length. A ±12' by ±20' long rip rap breakwater baffle will be placed f10' landward of the breakwater opening. As a result of the proposed rip rap breakwater the number 6 wet slip has been relocated to the downstream (east) side of the pier Mr. David Moye discussed this option and was given a verbal agreement from both Al Hodge, Division of Water Quality and Sara Winslow, Division of Marine Fisheries. I have attached the formal application modification which includes form DCM MP-2 and updated plats dated 29 September 2009 reflecting the proposed changes. I have provided multiple copies of the plat in order for a limited circulation. Attachments NARRATIVE HENRY CARL SPRUILL MAJOR CAMA PERMIT APPLICATION TYRRELL COUNTY February 22, 2008 REVISED APPLICATION OCTOBER 17, 2009 Mr. Spruill proposes to increase the size of his pier deck to the maximum 812 feet allowed (based on 203 feet of shoreline) and to install a jet ski lift, two boat lifts and three boat slips. Mr. Spruill owns two boats himself which would be kept on the lifts. The three boat slips are to accommodate week end guests and visiting friends. The Spruill lots front on the Albemarle Sound. Long fetches (several miles) of open water create a high energy environment in which the long term storing of boats must be done on lifts. This high energy environment causes a high maintenance expense on bulkheads. In addition to the above Mr. Spruill desires to repair the existing rapidly deteriorating wood portion of his bulkhead with a 45 degree angle connecting to the Helms bulk head. In order to fitrther deal with bulkhead maintenance and over wash problems Mr Spruill proposes to raise the new bulkhead about two feet and place stone rip rap in front. There is a wood breakwater (shown on the plans) that has been in place for more than 30 years. This break water presently provides substantial protection to the bulkhead. However, this break water is rapidly deteriorating and when gone (in about two years) will allow a very harsh, high energy and destructive environment (operating with a Bay of Fundy effect) to pound the new bulkhead. Mr. Spruill proposes to replace this breakwater with a 12 foot wide (at the base) sill running with the existing wood break water. This sill will be constructed from concrete slabs approximately one foot thick, 3 to 4 feet wide and about 8 feet long. The pre cast concrete core will be covered with granite rip rap as an energy absorber.
