Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The subject property is located along an existing sanitary sewer easement that runs parallel to Burdens Creek from NC Hwy 54 to NC 147, and then runs south along NC 147 to Hopson Road in Research Triangle Park, North Carolina. The off -site sanitary sewer project area is approximately 26.7 acres in size. Approximately 70 percent of the project area is comprised of maintained vegetation and fescue grasses within the existing sanitary sewer easement; the remaining 30 percent of the project area is forested with a mixture of oak, hickory, and pine species dominating the canopy layer. Land use in the vicinity is mainly office and commercial development, forested areas, and some residential development. Please refer to the attached USGS Location Map (Figure 1), NRCS Web Soil Survey Map (Figure 2A), Buffer Subjectivity Soil Survey (Figure 213) and Aerial Map (Figure 3) for more information on the project setting. Proposed impacts for the Park Center project on the north side of NC Hwy 54 were originally verified under a NWP 27 on March 15, 2016 (SAW-2015-02552) and GC 3885 on December 30, 2015 (DWR #15-1270 v1). The proposed impacts for the Park Center Off -Site Sewer were originally authorized under NWP 12 on August 10, 2016 and GC 3884 on July 29, 2016 (DWR #15-1270 v2). These permits epired on March 18, 2017. An application to renewthe approvals for the Park Center project, which is nowcalled HUB RTP, was submitted on January 17, 2020 and is currently under review (DWR #15-1270 v3). This intent of this PCN application is to renewthe expired certifications for the Park Center Off -Site Sewer under the new project name of HUB RTP Off -site Sewer. No changes have been made to the site plan or proposed impacts for the off -site sewer portion of the project since the original approvals were issued. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is to increase the capacity of the sanitary sewer system that will convey waste water generated by the proposed HUB RTP project in Research Triangle Park, NC. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project, known as HUB RTP Off -site Sewer, consists of the installation of a new sanitary sewer line to serve the HUB RTP project, which will involve re -developing the existing mixed -uses within the property to accommodate another type of mixed -use project that will include commercial, office, hotel, and multi -family facilities. The existing Durham County sanitary sewer that extends through the existing HUB RTP site does not have the capacity to convey the wastewater to be generated by the proposed HUB RTP development, in addition to the future wastewater flow from additional development near Cornwallis Road. To provide this additional capacity, approximately 3,750 linear feet of outfall pipe is necessary from an existing 36" ouffall at Burdens Creek just north of the Triangle Expressway, north along Burdens Creek to the northern property line (1-40 Right -of -Way) of the HUB RTP site. The attached Overall Wetland Impact Maps (Figures 4A & 4B) depict the overall project plan view, and Insets 1-6 show details of the proposed impact areas. Heavy equipment typical for road construction, utility installation and grading will be used to construct the proposed project such as track hoes, bulldozers, dump trucks and graders. 4j. The design does not include an increase in impervious surfaces, and all work will take place within the existing sanitary sewer easement. Currently denuded buffer areas will be utilized, while avoiding forested areas, to the greatest extent practicable during construction. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: A Sediment and Erosion Control Plan for the project will be developed and approved by Durham County, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). All slopes shall be graded no steeper than the angle that can be retained by vegetative cover or other adequate erosion control devices or structures. No material for construction will be placed in wetlands, streams, or riparian buffers at any time. Excavation will be limited to the area necessary for site preparation; all excavated material will be placed and retained on high ground above the flood pool elevation. All excavated material will be placed landward of the normal pool elevation contour on high ground and confined by adequate dikes or other retaining structures to prevent erosion and sedimentation into adjacent waters, wetlands, or riparian buffers. 2. The 27- acre project area is shown on the attached U.S. Geological Survey (USGS) 7.5-minute Southeast Durham, NC topographic quadrangle (Figure 1). The project area vicinity contains about fifty percent commercial and industrial land and fifty percent forested land. The proposed project is an off-site sanitary sewer for the proposed HUB RTP multi-use development in Research Triangle Park that will include residential and retail uses. McAdams conducted a review of SHPO’s records for the subject property and no structures were identified within 0.25-mile of the subject property. Figure 2 depicts the subject property on an aerial photograph of the area. The project area is mostly maintained vegetation within the existing sewer easement bordered by forested areas. The southern portion of the project area includes parts of Hopson Road and NC 147. Based on a field reconnaissance of the project area, there are no structures present on the property. We are requesting consultation regarding the project’s impact to cultural resources.
