Maintain and update as necessary a BMP Toolbox to aid in the siting, design, and construction of stormwater quality BMPs with guidance on the suitability of each for NCDOT applications. ii. Evaluate BMPs for applicability to a linear highway system. b. Management Measures The NCDOT shall implement the following management measures to meet the objectives of the BMP Toolbox for Post -Construction Stormwater Program (PCSP). Haywood County -Balsam The cages hung from the grate making them extremely difficult to remove, due to 2575 Haywood US 23 River Rest Area near US Catch Basin Stormdrain Sotutrons -Hangers 2042 2009 weight, once saturated. 23 & US 74 interchange; 4 Insert Abtech -Fitter Pillows The devices were maintenance intensive. cbi's Proprietary BMP Retrofits Uses NCDOT believes its ongoing interaction with proprietary device developers is limited to supporting research to move the science of stormwater control devices forward based on the following: a) NCDOT has only installed post -construction proprietary devices as part of research projects and associated retrofit projects which fit the Retrofit Program's objective to support development of the Toolbox. b) Permit requirements under the Toolbox require proprietary SCMS to be "evaluated in keeping with DEMLR requirements for permitting new stormwater technologies". NEST requires the submittal of research data, which is developed (in part) through NCDOT's research projects. c) By policy, NCDOT does not typically to approve or mandate proprietary devices for projects. Therefore, any request for approval under the NEST program should be made to NCDEQ. The Toolbox does not currently include any proprietary devices. d) The "Applicant" in the NEST program appears to be the developer of the device. Therefore, NCDOT believes any request for approval under NEST is the responsibility of the applicant, and not NCDOT. e) Should NCDOT decide to include a proprietary device in the Toolbox, NCDOT would only use those devices approved by NCDEQ per paragraph "c" above so that NCDOT would not be showing favoritism. f) Before a proprietary device is included in the Toolbox for implementation, the Toolbox must be approved by NCDEQ.
