Subject: Application for Section 404 Nationwide Permit 14, and Section 401 Water
Quality Certification for the Proposed Replacement of Bridge 318 on SR 1319
(Abe Mayes Road) over UT to South Fork Mitchell River in Surry County,
Division 11, TIP No. BR-0123, Debit $240 from WBS 48832.1.1.
Dear Madam:
The North Carolina Department of Transportation (NCDOT) proposes to replace bridge number 318 on SR
1319 with a new bridge on the existing alignment. Traffic will be detoured off -site during construction.
As a result of replacing the existing bridge, there will be 15 linear feet of stream bank stabilization at a new
ditch outlet, and 0.02 acre of temporary stream impacts from impervious dikes needed for removal of
existing bridge.
Please see enclosed copies of the Pre -Construction Notification (PCN), bat memo, Catawba Indian Nation
response letter, Stormwater Management Plan, and Permit Drawings. A Categorical Exclusion (CE) was
completed in August 2019 and distributed shortly thereafter. Additional copies are available upon request.
This project calls for a letting date of July 21, 2020 and a review date of June 2, 2020.
