Regardless, I appreciate your review of the project and I'm hoping I can clarify the issues you noted. The proposed 50' culvert you referenced is a bottomless culvert/3 sided structure. It is being built on top of where the old bridge used to be. The old bridge is a single lane, so we are widening the new bridge so it can accommodate two way traffic. The footers of the old/existing bridge are already impacting 18' of the stream, so I didn't count that part as a new impact. The 32' of new impact is related to the increased width of the structure, and associated impacts from extending the footers upstream (approx. 21') and downstream (approx. 11'). Hope that make sense, but let me know if not and we can discuss more. I definitely understand the concern with leaving the UT perched. Our fear with lowering the pipe outlet was that the pipe would backup during rain events/high flow events, possibly causing a maintenance issue, and flooding the driveway and yard that the UT goes through — basically, we were afraid that whenever the water levels in Fish Dam Creek rose, it would flood the lower portion of the UT. Also, the UT in question is very small and appears to be fishless. I realize there are other organisms that require passage, but my hopes are that amphibians and aquatic insects will be able to climb their way into the UT from Fish Dam Creek. I've attached a couple pictures showing the UT and existing pipe outlet (sorry the latter is blurry). I'm still finding my way with regard to explaining our impacts on the cover letter and in the PCN, so I'm sure there are things I can do in the future to be more clear on our plans. Definitely let me know if you need more information, and hopefully I'll see you in early Feb at the NCAFS meeting! We are not sure that the impact numbers are correct, as we don't understand a 50-foot long culvert only impacting 32 linear feet of stream. We are also concerned about keeping the UT perched. It seems to us that the UT would remain free flowing if the perch were corrected, remaining connected to the receiving stream at all levels of flow, rather than being a blockage to upstream movement except during high flows.
