Nicholle and Dave, Hope you are well. I am emailing in regard to the proposed Big Mill Farm Road Widening and Extension project (TIP# U-5760) in Kernersville, Forsyth County, NC. We would like to schedule a pre-application meeting to bring everyone up to speed on the project history and discuss the proposed impacts in order to streamline the permitting process. Additionally, if it would help, we could conduct a field visit beforehand to review the project corridor and jurisdictional features on site. You may be familiar with this project: NCDOT-Division 9 proposes to widen and extend Big Mill Farm Road and widen Hopkins Road from I-40 Business/US 421 to West Mountain Street with a new partial cloverleaf interchange at I-40 Business/US 421. Kimley-Horn staff delineated the project area in January/February 2016 and submitted a Preliminary Jurisdictional Determination request to John Thomas of the USACE in May 2016. A field review of the project area was held on June 30, 2016 with attendees: John Thomas (USACE), Dave Wanucha (NCDWR), Amy Euliss (NCDOT), Jeff Hemphill (NCDOT), Beth Reed (Kimley-Horn), and Ross Sullivan (Kimley-Horn). Following the field review, a revised PJD package was submitted to John Thomas in January 2017 and documentation is pending. This revised package is attached via Citrix (note that John has not yet provided us with an Action ID). During the preliminary design of the project, the jurisdictional impacts were anticipated to be within the Nationwide Permit 14 thresholds and, as a result, the Merger screening agencies (including John Thomas) concluded Merger was unnecessary for this project. Since this time, necessary design changes have been made which have resulted in an increase in impacts to the jurisdictional features along the corridor. The increase in impacts would require the project to apply for an Individual Section 404/401 Permit. At our pre- application meeting, we will summarize the proposed impacts, the prior minimization measures that have been applied, and discuss other competing resources in the project corridor.
