Dear Sirs:
You have our approval, in accordance with the attached conditions, to excavate 0.016 acres of wetlands in Burke County for
the purpose of constructing a sewer line crossing, as you described in your application received by the Division of Water Quality on
July 24, 2000. After reviewing your application, we have determined that this action is covered by General Water Quality
Certification Number 3288. This Certification allows you to use Nationwide Permit Number 12 when issued by the U.S. Army
Corps of Engineers. In addition, you should get any other federal, state or local permits before you go ahead with your project
including (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations. Also this
approval will expire when the accompanying 404 permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application except as modified below. If you
change your project, you must notify us and you may be required to send us a new application. If the property is sold, the new
owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions.
If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described
in 15A NCAC 2H.0506 (h) (6) and (7). This approval shall expire when the corresponding Nationwide Permit expires or as
otherwise provided in the General Certification. For this approval to be valid, you must follow the conditions listed in the attached
certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within
60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the
North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This
certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you have any

SECTION 07000 FORCE MAIN PIPE AND APPURTENANCE MATERIAL
07000.1 Scope
These specifications shall apply to the materials to be furnished and installed to complete the force main installations
in accordance with the plans. All pipe and appurtenances shall be of the class and type as indicated on the plans
designated herein.
07000.2 General
All materials shall be first quality with smooth interior and exterior surfaces, free from cracks, blisters, honeycombs,
and other imperfections, and true to theoretical shapes and forms throughout. All materials shall be subject to the
inspection of the Engineer at the plant, trench, or other point of delivery, for the purpose of culling and rejecting
material which does not conform to the requirements of these specifications. Such material shall be marked by the
Engineer, and the Contractor shall remove it from the project site upon notice of being received of its rejection.
As specific specifications are cited, the designation shall be construed to refer to the latest revisions under the same
specification number, or to superseding specifications under a new number, except provisions in revised
specifications which are clearly inapplicable.
07000.3 pipe
A. Ductile Iron Pine
Ductile Iron Pipe shall be manufactured in accordance with ANSI Specification A 21.51. All Ductile Iron Pipe shall
be Class 50 unless otherwise specified and shall be lined with cement mortar not less than 1/16-inch thick
conforming to ANSI Specification A 21.4.
1. Flanged Joints: Flanged pipe shall have flanges with long hubs, shop fitted on the threaded end of the
pipe.
Where required, flanges shall be tapped for stud bolts. Flanges shall be accurately faced at right angles to the pipe
axis and shall be drilled smooth and true, and covered with coal tar pitch varnish or otherwise protected against
corrosion of flange faces. Flange faces shall be cleaned to bare metal with wire brushes before installation of pipe.
Ductile Iron Flanged joint pipe shall be thickness Class 53 minimum and shall have Ductile Iron flanges conforning
to ANSI B 16.1, 125 pound template. Pipe shall be ordered in lengths needed as no pipe shall be cut, threaded or
flanged in the field
Gaskets for flanged joints shall be the ring type of cloth inserted rubber or rubber with a minimum thickness of 1/8-
inch.
All piping, fittings, and appurtenances installed above ground and/or in structures shall have flanged joints.
In general, flanged joints shall be made up with through bolts of the required size. Stud or tap bolts shall be used
only where shown or required Steel or tap bolts shall be cadimum plated, with good and sound, well fitting threiads,
so that the nuts may be turned freely by hand Cadimum plating shall be by an approved process with a plate
"thickness of 0.0005 inches.
Connecting flanges shall be in proper alignment and no external force shall be used to bring them together. Bolts
and gaskets shall be furnished by the installer of piping for joints connecting the piping with equipment, as well as
for those between pipe and fittings, whether such equipment and piping is furnished by the installer or not.
2. Mechanical Joints: All mechanical joints shall be manufactured in accordance with ANSI Specification
A 21.11.

All bolts shall be tightened by means of torque wrenches in such a manner that the follower shall be brought up
toward the pipe evenly. If effective sealing is not obtained by tightening the bolts to the specified torques, the joint
shall be disassembled and reassembled after thorough cleaning.
3. Slip Joints: Slip or "push-on" joints shall be manufactured in accordance with ANSI Specification A 21.11.
Bells of "slip" joint pipe shall be contoured to receive a bulb-shaped, circular rubber gasket, and plain ends shall
have a slight taper to facilitate installation. The lubricant used in making up the joints shall be furnished by the pipe
manufacturer. The jointing shall be done by guiding the plain end into the bell until contact is made with the gasket
and by exerting a sufficient compressive force to drive the joint home until plain end makes full contact with the
base of the bell.
4. Ball Joints: Use ball joint pipe where specified on the Contract Drawings. All ball joint pipe shall be
American Flex-Lock Boltless Ball Joint Pipe, US Pipe equal, Griffin Pipe equal, or other approved equal. Joints
shall consist of spherical ball and socket, rubber gasket, locking retainer gland, and locking wedge. Joints shall be
capable of deflecting up to 15 degrees without harm to pipe or joint components and without leakage. Ball joint
pipe shall have a working pressure rating of at least 250 psi and a thickness class of 55.
5. Restrained Joints: Where restrained joint pipe is indicated on the Contract Drawings, it shall consist of
mechanical joint pipe as specified above with the addition of retainer glands at each joint. The retainer glands shall
be cast form ductile iron no less than grade 70-50-5 and shall comply with all applicable provisions of
AWWA/ANSI C110/A21.10 and Cl l l/A21.11. Set screws shall be 518" with torque-set head
6. Ceramic Epoxy Lining Where indicated on the Contract Drawings, ductile iron pipe and fittings shall have
a ceramic epoxy lining in lieu of the standard cement-mortar lining The material shall be an amine cured novalac
epoxy containing at least 20% by volume of ceramic quartz pigment. Pipe and fittings must be completely free of
any grease, oil, rust, or other substances prior to application of the protective compound The lining shall have a dry
film thickness of 40 mils, except that thickness in the gasket area and spigot end may be 6 to 10 mils in order to
achieve seating
B. Pol vyiiAn Chloride Pipe
Polyvinyl Chloride (PVC) Pipe shall meet the requirements of ASTM D-2241, latest edition. The standard
dimension ration (SDR) shall be 21 unless otherwise specified
All PVC pipe shall be tested to four times the rated working pressure of the pipe and be approved by the National
Sanitation Foundation. The pipe shall be furnished in standard laying lengths of 20 feet + 1".
All PVC pipe joints shall be of an integral bell and spigot of the same material as the pipe with a solid cross-section
rubber "O" ring
C. Galvanized Steel Pine
Galvanized Steel Pipe shall conform to ASTM A-53, Grade B and be hot-dip galvanized in accordance with AS-TM
A525 with a minimum coating as speed in ASTM G165. Pipe ends shall be threaded and joined with galvanized
steel couplings.
07000.4 Figs
Unless otherwise indicated, fittings and accessories shall be mechanical joint in accordance with ANSI/AWWA
CC153/A21.53 and ANSIIAWWA Cl l l/A21.11 with exception of the manufacturer's proprietary design
dimensions and weights. The wall thickness of ductile iron fittings shall be the equivalent of ductile iron Class 56.
The working pressure rating shall be 350 psi for ductile iron fitting Fittings shall have a bituminous outside coating

SUBJECT: Review of an Application by Burke County Public Works, Burke County.
The applicant is requesting a letter of concurrence from the North Carolina Wildlife
Resources Commission (NCWRC) to obtain a 404 permit from the U.S. Army Corps of
Engineers. The project request is to install an 8" ductile iron sewer line across Henry Fork River
at Johnson Bridge. The NCWRC has reviewed information provided by the applicant, and field
biologists on our staff are familiar with habitat values of the project area. These comments are
provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.)
and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d).
Based on the information provided by the applicant and our information on the range of
trout in the project area, we do not believe this project will cause significant effects to waters
supporting trout. Therefore, we do not object to the project. We recommend that the, applicant
consider hanging the sewer pipe from the bridge instead of placing the pipe into the streambed if
practicable. We also recommend that the use of riprap should be minimized and limited on the.j-
streambanks to the area just above the mean water level. Any riprap placed in the stream should.'
be pressed,into the substrate or placed in a manner that will not impede aquatic migration,
Revegetation should occur with native riparian plants of a size and type that is practicable.

Re: 401 Water Quality Certification for Wastewater
Utility Line River Crossing;
Henry Fork River, Burke County
Dear Mr. Dorney:
Enclosed are 7 copies of the applicable forms and the response from the U. S. Army
Corps of Engineers. The proposed utility crossing is covered by Nationwide Permit #12
and therefore notification is normally not required the Division of Water Quality.
However, the applicant (Burke County Public Works Dept.) is requesting concurrence by
the Division due to one exception needed to the general "Utility Line Backfill and
Bedding Certification" associated with NWP12. This one exception is for condition No.
5 which requires a wastewater line to have no joints within the footprint of a stream.
Since the river has a footprint of approximately 75 feet, this requirement will not be
practicable. Pipe lengths are normally 18 feet or 20 feet long. However, the proposed
specifications will require "ball joint" type joints which are designed to .withstand at least
250 psi of pressure even when deflected. This type of joint is much better than a typical
slip or "push-on" joint and will be watertight. A copy of the specification is enclosed.
Please review this request for concurrence and let me know if you need additional
information.
