Dear Mr. Adams,
You have our approval, in accordance with the attached conditions, to impact
approximately 600 ft' of Zone 2 of the protected riparian buffers for the purpose of constructing the
proposed residence on Lot 43 Sound Shores, Ocracoke as described within your application and
proposed construction plans dated 4118/00. In. addition, you should get any other required federal,
state or local permits before you go ahead with your project including (but not limited to) CAMA,
404 Permit Sediment. and Erosion Control and Non-Discharge.
This approval is only valid for the purpose and design that you described in your
application and proposed construction plans dated 4/18/00. This approval is only.valid for impacts
to Zone 2 of the protected riparian buffers; any other impacts other than what was approved within
this authorization (specifically any impacts to Zone 1) may require additional approval from this
office. If you change your project, you must notify us and you may be required to send us a new
application. If the property is sold, the new owner must be given a copy of this authorization and
approval letter and is thereby responsible for complying with all conditions. For this approval to be
valid, you must follow the listed below as well as any other conditions identified within 15A
NCAC 2B .0259.
1. Stormwater shall be directed to sheetflow at non-erosive velocities through the protected
stream buffers as identified within 15A NCAC 2B .0259(5). Roof drainage from the house
shall b. directed to vegetated areas at non-erosive velocities prior to entering Zone i.

Subject: Tar/Pam River Buffer Rules
Minor Variance

Dear Mr. Adams:
Thank you for speaking with us on March 28, 2000 concerning your
property at Ocracoke Island, NC. As we discussed on the phone, your
development project will require a minor variance if it can be positioned 30 feet
behind the surface waters or CAMA marsh.
Attached is a minor variance request form for you to complete when your
site has been surveyed and platted showing the orientation to the coastal marsh or
surface water. Please pay particular attention to Part 2 number 3. This section
needs to be completed with the steps you will take to manage your stormwater
(i.e. no down spouts or level spreaders to maintain diffuse flow). This section
should also reflect any type or replanting you will complete to compensate for the
buffer disturbance in the outer twenty feet. These are important aspects of this
minor variance, which should be completed with much consideration.
