The USFWS has no objections as proposed. We are coordinating with NCDOT now in revising their Section 7
documentation.

Hello,
Attached for your review please find 5 pdf files that constitute a request from NCDOT for a Minor
Modification to CAMA Major Permit No. 24-03 for an additional 4,248 linear feet of sandbags adjacent to NC
Highway 12 on Ocracoke Island in Hyde County. Please also find attached in WORD a request for your
agency's comments.
For your convenience, in a second e-mail I am also sending 3 additional documents in case it is helpful to your review:
(1) Emergency Major Modification to CAMA Major Permit 24-03 issued on September 26, 2019 with the
application materials. This Emergency Major Modification authorized the repair of storm damaged NC Highway
12 roadway and roadway shoulder, reconstruction of adjacent primary dunes, installation of approximately 975
linear feet of sandbags, and placement of compatible sand from the South Dock spoil disposal site onto the
adjacent beach.
(2) Emergency Minor Modification to CAMA Major Permit 24-03 issued on October 22, 2019 with the
application materials. This Emergency Minor Modification authorized the use of the specified borrow pit in
Avon at X, Y coordinate location 35.333846,-75.509554 as an alternate source of compatible fill material for
the dune reconstruction and beach fill that was authorized on 9/26/19 by an Emergency Major Modification of
CAMA Permit 24-03.
(3) Renewal of CAMA Major Permit 24-03 issued on December 18, 2015 for dune maintenance along NC
Highway 12 on Ocracoke Island. The intent of this permit renewal was to allow all of the areas on Ocracoke
Island where the need for future dune maintenance and repair by the permittee is anticipated to be covered
under one active CAMA major permit. This will facilitate expedited responses to future NC Highway 12 dune
maintenance needs, particularly in emergency situations.
Please let me or Greg Daisey know if you have any questions or concerns. FYI, NCDOT desires to start the
project as soon as possible to avoid or minimize impacts to the sea turtle nesting season.
Sincerely,
Cathy Brittingham
