This review was necessary to determine whether streams are present on the subject tract and if compliance with the Neuse Riparian Zone Rule (15A NCAC 2B .0233) is required. Accordingly, the property as indicated on the attached map does not house a stream is not subject to the Neuse Riparian Buffer Rule. Thank you for your attention to this matter. Paul Fmbler V'a Facsimile 233 - 8031 8 pages Re: Wetland Report and Neuse Bain Buffer Rule Applicability: St. Ann's Catholic Church, Corbett Site L+14 acres), Wilson Mills, Johnston County, NC Dear Paul: WETLANDS On Dec. 23, 1997, the property was traversed on foot and the soils, v tioR and hydrology evaluated and wetland areas examined by current procedures described in the 1987 Corps Manual for idwgifft Delia Wetlands. We have determined that there is one ±0.53 acre wetland pocket on the 4Wsee attached map). No wetlands or Waters ofthe U.S. were found anywhom else on the tract. These jurisdictional wetland areas were approximately IowIM using a hand held OPS unit. This should be adequate for pernutting, if any is required. If you require a more precise map of the wetlands, they should be surveyed. A survey should conform to the attached standards (see attached: Requireattents for Wetland Delineation Maps). The attached wetland rasp can be over. laid on the final site plan to determine which, wetland permits are required, if any. Corps approval of our delineation can be granted without a survey but cannot be granted unless they have a signed agent authorization form(see attached: Agent Authorization). Recent Section 404 rule changes prevent the loss of more than 500 linear fort of stream beds and/or 3 acres of wetlands by Nationwide Permit 26. An Individual Pwnit would rely be requited if project impacts exceed these thresholds. A wetland delineation map and the site developmwrt plan can be used to determine a projects eligibility for Nationwide wetland permits. Fiudm Potential wetland areas an the site were evaluated for the presence of hydrio soils and evidence of hydrology and vegetation. In these areas, hydrologic proof would be in the existence of hydnc soils with oxidized root channels in the upper 12 inches of the "A" horizon. Other indicators of hydrology include, water borne deposits, drift Imes, scour marks, and regional indicators of soil saturation, etc. Soil/Site Evaluation ¦ Mapping and Physical Analysis ¦ Wetlands Mapping and Mitigation ¦ Environmental Audits On-Site Waste Treatment Systems, Evaluation and Design 05/09/2000 16:43 9198469467 S EC PAGE 04 Aflar close examination of the soil borings, we found stained leaves, oxidized dd2ospheres, buttressed trees, and water marks on trees for wetlands designation in the potential wetland areas. A copy of this report is being forwarded to the Corps requesting that they confirm our delineation and to DWQ requesting that they concur with our findings that no areas subject to the Neuse Basin Buffer Rules exist on the site. Permitting Wetland impact permits are issued on a per-project basis as determined by the Army Corps of Ehoeers. the Corps has determined that impacts on parcels sub-divided from larger trade are sometimes emsidered to be cumulative to existing impacts for the large tract. If this is the case, then thresholds as discussed below may not apply and impacts to wetlands must be considered in light of existing permits. Prior constnuction notification to the Corps is not required for impacts less than 1/3 acre above headwaters if impacts to stream beds are less than 500 linear feet and if no other Nationwide Permit is required. Prior construction, notification to DWQ is not required for impacts less than 1/3 acres above headwaters if impacts to channels are less than 150 linear feet. If impacts are greater than 1/3 acres or 1501 of channel and are due to commercial development (including schools) then a store water pond may be required. (Headwaters is defined as a stream with an average flow of 5 cfs; in this area, roughly a 3,500 acre drainage area). Impacts to vegetated wetlands in excess of these thresholds may require m tWtican. Wetland m tigation is a complex process that requires planning and monitoring. S&EC will discuss mitigation issues with you if we believe your project may require mitigation. Impacts to channels in excess of the linear footage thresholds may require mitigation. Channel mitigation is typically intended to replace lost significant aquatic functions and values. Relocating channels is considered to be an adverse impact and typically results in mitigation within the now channel. This mitigation typically requires that meanders be created and side-slopes and beds be vegetated; zip-rap is disco-aged. There are no jurisdictional channels on the site. Nationwide Permits and prior construction notifications have a maximum 45 day processing period while Individual Permits have no maximum processing period. Recent rule changes require that all impacts to wetlands, less than 1/3 acre, be reported to the Corps within 30 days of the completion of construction. DWQ has a 60 day processing period for 401 Certifications. SUC, Inc. has not reviewed a final. site plan for this property and cannot accurately assess the permitting needs. Nationwide Permits can potentially be utilized if the project is designed to have impacts of less than 500 linear feet to channels, and less than 3 acres. Individual Permits require an analysis to determine that the proposed impact is the least envirmnentally damaging practical alternative and typically require compensatory mitigation. If you goose to have us perform additional work, the following is a listing of additional services.
