PROJECT SUMMARY: The applicants propose to construct a 590' long elevated walkway over coastal wetlands, a 196' long x 6' wide pier with a 14' x 136' platform, four 4' x 12' finger piers and install nine pilings to create 8 boat slips. Holton, Schulz and Cooper Field Investigation Report Page Two James Holton and Otto Schulz own a 21,500 square foot parcel within their five lot ten acre Bayview Subdivision located on the north side of US Highway 168 in the Maple Community, Currituck County, adjacent to Coinjock Bay. To access the subdivision, which is located 1.5 miles north of the intersection of US 158 and US 168, turn off Highway 168 into a driveway posted as 3645 Caratoke Highway. The white residence surrounded by trees located 100' from the driveway entrance is the only residence within the subdivision. The 50' wide lot which the owners wish to develop was created as common area to provide water access and recreational opportunities for individual lot owners. Since part of the water access project (pier. platform, and pilings) is proposed within the riparian access corridor of Lot 3, the owner of that lot; Mr. Terrence Cooper, has been included as one of the applicants. Extending along the entire shoreline of the subdivision, there is a 300' x 500' area of Coastal Wetlands. This 3.5 acre portion of the property is vegetated with salt teed grass (Spartina cvnosuroides), rattail (7ypha spp.), saw grass (Cladiwn jamaicense) and soft rush (Juncus efusus). Within the southeast portion of the subdivision and just landward of the coastal wetlands there is a ± 15,000 sq. ft. pond. Just landward of the pond and the coastal wetlands there are six acres of highground vegetated with established lawn grasses. Properties abutting the subdivision are similar in that there are no residential structures and the anprotected shorelines support wetland vegetation. The waters of Coinjock Bay in the vicinity of the project are classified as SC by the NC Division of Environmental Management. These waters are classified as Joint Fishing Waters by the NC Marine Fisheries Commission and the NC Wildlife Resources Commission and as Estuarine Waters and Public Trust Waters by the NC Coastal Resources Commission. Water depths in the project area (out to 235' in Coinjock Bay) measure .5' - 4.5' below NWL. Beds of Eurasian Water Milfoil (Myriophyllwn spicatwn) were noted in the vicinity of the project. Approximately 5% of the project area is covered by submerged aquatic vegetation. Review of available information suggest that there are no known archeological sites or geological formations associated with the applicants' property. The applicants propose to construct a 6' x 590' walkway elevated 3.0' over coastal wetlands, a 6' x 196' pier elevated 4.0' over the NWL of Coinjock Bay, a 14' x 136' platform, four 4' x 12' finger piers and nine mooring pilings 34' waterward of the platform. Eight slips are proposed to accommodate vessels up to 30' length-over-all. The facility is proposed a minimum of 22' from the nearest common riparian access line (Morris property). Holton, Schulz and Cooper Field Investigation Report Page Three 1) Construction of the pier, platform and finger piers will shade 3,119 square feet of shallow water habitat. 2) Construction of the elevated walkway will shade 3,540 square feet of coastal wetlands. I ) Temporarily, localized turbidity will occur as a result of the construction of the pier, platform and mooring slips. 4) The proposed pier, platform, and pilings are proposed a distance of 244' beyond NWL. The only pier within 1000' of the subdivision lies 200' to the south. The length of the pnvate pier is 200'. The proposed pier will exceed the established pier length by 44. Submitted bv: M. Edward Harrell Date: June 13, 2000 NARRATIVE R EC c ; c 1 Proposed Timber Pier Bay View Subdivision MAY 0 1 2000 Currituck County, North Carolina A Treated Timber Pier with dock is proposed for Bay View. The facility will serve all landowners (5) in the subdivision. A 6' walk will be required across wetlands to reach Coinjock Bay. It will continue into the bay for a total length of approximately 800 feet. A 14'x 136' dock is proposed at the end of the walk and pier. The dock will accommodate 8 vessels up to 30' LOA. The summertime average depth at the dock is 4 feet. Typical marine construction techniques will be used to build the structure. Piles will be water jetted. All timber will be treated with CCA (2.5 pounds per cubic foot for pilings and 0.8 pounds per cubic foot for superstructure), hardware will be marine grade, hot dipped galvanized. (Refer to Coastal Resources Commission Rule W.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site.
