The North Carolina Division of Water Resources conducted an inspection of the Town of Spindale
Residuals Land Application Program on 2/04/2020. This inspection was conducted to verify that the
facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a facility site inspection for Spindale's RLAP Permit
WQ0001953 on February 4, 2020. This inspection was conducted in conjunction with the facility's permit renewal.
The removal of one of the fields was discussed and Mr. O'Connor indicated Southern Soil Builders (SSB) was in the process
of adding them as a residuals source. Last year only the large digester (880,000 gallons) was emptied for land application.
The smaller digester (660,000 gallons) and clarifier #3 are still holding solids that need to be removed.The Town is not
currently seeking new fields for their Class B permit. Mr. O'Connor is budgeting to begin land applying twice a year (once in
spring and fall) which should help improve solids management within the plant. Mixers for both digesters are now
operational.
All residuals data will be reviewed in the 2019 Annual Report.
