Funding: ® Yes ❑ No Avery Minimum Criteria Checklist ® State ❑ Federal Permit Type: NWP 3 / NWP 14 Project Description: Replace Bridge 1 on SR 1349 (Ruffin St.) over the Linville River in Avery County. Area of Potential Effects (A.P.E.) is approximately 183 meters (600 ft.) long and 46 meters (150 ft.) wide. The A.P.E. includes the area within 91 meters (300 ft.) from each end of the bridge and 23 meters (75 ft.) on each side of the centerline. No design plans provided. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The bridge is oriented approximately north -south. The topographic map (Newland, N.C.) shows the A.P.E. is located in a moderately wide river valley. SR 1349 intersects with NC 181 a short distance south of the bridge. The river bed is located along the south wall of the valley. The A.P.E. in the southeast and southwest quadrants is a narrow floodplain, NC 181, and then a steep slope uphill to the south. The landform in the northwest quadrant is a level floodplain. The floodplain next to the river is wooded, and there are several houses at the north end of the A.P.E. The landform in the northeast quadrant is also a level floodplain. The floodplain next to the river is wooded, and SR 1352 (3rd St.) intersects with SR 1349 at the north end of this quadrant. The aerial photograph shows the A.P.E. in the southwest and southeast quadrants is a narrow strip of riverbank, then NC 181, and then a wooded slope. The northwest quadrant is wooded from the river north to a residential yard at the north end of the A.P.E. The northeast quadrant is wooded from the river north to the intersection with SR 1352. The A.P.E. on the north side of SR 1352 is a residential yard. A review of information at the O.S.A. shows there are no previously recorded archaeological sites within or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites. The A.P.E. is not located within any projects that have been reviewed by the State Historic Preservation Office (HPO). "No ARCHAEOLOGYSUR VEYREQUIRED " form for Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 6 Project Tracking No. 16-10-0030 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms within the A.P.E. have a low potential for archaeological sites. The landform on the south side of the bridge is a narrow strip next to the river, then NC 181, and then a steep slope up to the south. The landform on the north side of the bridge is a narrow strip of floodplain, and then residential development. The undeveloped strip of floodplain may have some archaeological potential, but the higher potential floodplain to the north has been disturbed by residential development.
