Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The North Carolina Department of Transportation is scheduled to replace Bridge #1 with another bridge at the same location. The eAsting bridge, built in 1955, is a narrow (18' wide) 70' long bridge consisting of a timber floor on I -beams with reinforced concrete abutments and pier. The proposed bridge will be a 2 span using 45' cored slabs for an overall length of 90'. The bridge width will be 33' out to out. The area is near several commercial establishments, but primarily rural. 4b. Comments: Impacts are the result of removing the old bridge, construction of the new bridge, and to stabilize the streambank at the outfall of a stormwater / non - jurisdictional pipe outlet. Impacts associated with the old bridge removal include permanent (29') and temporary impacts (25') associated with bank stabilization work on the south side of the bridge and temporary impacts from a wrkpad/causeway (40') needed to remove the interior bent of the old bridge. Impacts associated with the new bridge are restricted to temporary impacts (25') from a wrkpad/causeway required to install the interior bent, which is located out of the water, but close enough to it to require temporary dewatering during construction. The remaining permanent (23') and temporary (1 V) impacts are associated with bank stabilization at the outlet of a stormwater pipe just upstream of the new bridge, on the south side of the river. E. Impact Justification and Mitigation u 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Replacing the emsting bridge with another bridge. Furthermore, the project was designed so that the new bridge mould have minimal impacts on the stream. The abutments of the new bridge will be located on dry ground, and the only interior support will be located at the waters edge, with only a small portion of the support touching the water at normal flows. The area where the old bridge currently sits will be re -sloped and stabilized to prevent future erosion issues. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All appropriate BMPs will be used during construction. All work near or in the water will utilize impervious dikes, to ensure minimal sediment and erosion issues. A moratorium prohibiting in -stream work and land disturbance within the 25-foot trout buffer from October 15 to April 15 will be followed to protect the egg and fry stages of trout. 2.
