Village at Ocean Hill

Dear Mr. Freed:
The North Carolina Division of Water Resources conducted an inspection of the Village at Ocean Hill on
November 9, 2017. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0015052. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Washington
Regional Office. The following violation(s) were noted during the inspection:
Inspection Area Description of Violation
End Use -Infiltration The disposal site appears that there is not enough sand at the spray field. The sprinklers
need to be calibrated at least once in a permit cycle. When the sprinklers were on, the
wetted area didn't cover the entire spray site. Only twelve sprinklers were present. It does
not appear that the wetted area is 20,000 square feet.
Miscellaneous Questions The fence doesn't enclose the perimeter of the wastewater treatment facility. There has been
a lot of encroachment onto the property. A camper trailer is located adjacent to the plant
and a plant nursery is also adjacent to the plant.
End Use -Infiltration The permit has 516,000 square feet of non -conjunctive "green area" and 12.1 acres of
non -conjunctive spray field (common area) in the description of the wastewater system. Also,
there is a 3.2-million-gallon irrigation pond that is on -site. The green area, common area and
pond is not being used nor have ever been used for disposal of The Village at Ocean Hill.
The system was nonfunctional. Also, area is being used for Businesses for other uses.

Inspection Area Description of Violation
Treatment Barscreen The spacing/design of the bars at the barscreen are too far apart. The debris is passing
through into the equalization tank instead of being held in the barscreen.
Standby Power The transfer switch on the generator is broken. The generator failed to start when the power
was interrupted. The generator started manually. The generator's transfer switch needs to
be in good working order in the event of a power failure, the generator would need to
automatically start.
Also, please make sure the ORC is on site 5 times/week and signs the operational log.
Remedial actions, if not already implemented, should be taken to correct any noted problems. The Division of
Water Resources may pursue enforcement actions for this and any additional violations. If the violations are of a
continuing nature, not related to operation and/or maintenance problems, and you anticipate remedial
construction activities, then you may wish to consider applying for a Special Order by Consent (SOC).
Please provide additional information regarding the noted violation, request technical assistance, or
discuss overall compliance please respond in writing within ten (10) business days after receipt of this Notice. A
review of your response will be considered along with any information provided on the submitted Discharge
Monitoring Report.
