When we first arrived on -site we noticed the fence doesn't cover the perimater of the wastewater treatment facility. There has been alot of encroachment onto the property. A camper trailer is located adjacent to the plant and a plant nursery is also adjacent to the plant. The transfer switch on the generator is broken. The generator failed to start when the power was interrupted. The generator startee manually. The generator's transfer switch needs to be in good working order in the event of a power failure, the generator would need to automatically start. The spacing/design of the bars at the barscreen are too far apart. The debris is passing though into the equalization tank instead of being held in the barscreen. The audible alarm at the equalization basin worked but needs the light/light bulb to be repaired/replaced. Also, the audible alarm wasn't working at the contact chamber. Both audible and visual alarms should be working. 100,000 GPD Plant: The east side aeration basin was not operating the day of inspection. The ORC stated it was off-liine to be cleaned. The east side clarifier wasn't operating the day of the inspection. The ORC stated it was off-line to be cleaned. The skimmer on the west side Clarifier was not working. The ORC is not using the chlorinator to displace chlorine. He is placing tablets directly in the wastestream. He stated that he is getting a better kill of organisms. Spot checked NDMRs and NDARs from June 2017. The operational and maintenance records that were on -site started January 2017 through the date of inspection. MW-9 and MW-10 both appeared to be locked, tagged and in good condition. 64,000 GPD Plant There were tanks on the back side of the plant that are not being used but have trees growing out of the tanks. The system is in disrepair and is in need of a lot of work. The system is non-functional at this time. The disposal site appears that there is not enough sand at the spray field. The sprinklers need to be calibrated at least once in a permit cycle. When the spray fields were observed on, the wetted area didn't appear to distributed out enough through the site. Only twelve sprinklers were present. It does not appear that the 20,000 square feet high rate system is working as it was designed. The permit has a 516,000 square feet of non -conjunctive "green area" and 12.1 acres of non -conjunctive spray field (common area)in the description of the wastewater system. Also, there is a 3.2 million gallon irrigation pond that is on -site. the green area, common area and pond are not being used nor have ever been used for disposal of the Village at Ocean Hill. The system was non functional. The 20,000 square foot conjunctive spray bed is the only disposal for the Village at Ocean Hill. The facility is in Non-compliance at this time. Work on the list above and call back for a reinspection.
