Village at Ocean Hill WWTP
Currituck County
Dear Mr. Freed:
The North Carolina Division of Water Resources conducted an inspection of the Village at Ocean Hill WWTP on
April 24, 2019. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non -discharge Permit No. WQ0015052. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Washington
Regional Office. The following violation(s) were noted during the inspection:
PERMIT Description of Violation
Permit Permit expired on February 28, 2018. Complete permit renewal application was required
six months prior to permit expiration. Renewal was submitted, but application was not
complete.
Inspection Area Description of Violation
Treatment Bar Screen The Debris is going into the EQ tank. Bar spacing is to far apart.
Disposal Area The 516,000 square feet of non -conjunctive "green area" and 12.1 acres of
non -conjunctive spray field (common area) in the description of the permit not being
used. Also, there is no record of a lease agreement from the owners for allowance

Disposal Area The permit requires a 20,000 square foot conjunctive spray bed. The inspection concluded
that the facility has approximately 4,600 square feet of wetted area.
Standby Power Permit requires automatic activated standby power. The Emergency Generator and Transfer
Switch was not operational. Both have not been operational over the last two inspections.
End Use -Infiltration Application Rates for six months (April —September 2018) exceeded the permitted
application rate of 4 gal/sq. ft./ day with a wetted area of 4,600 square feet.
In addition, the permittee must ensure that the wwtp is not accessible by the general public. The wwtp is not
enclosed by a perimeter fence and is accessible by all persons.
Remedial actions should be taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.
To prevent further action, please respond in writing to this office within 10 days upon your receipt of this Notice
of Violation regarding your plans or measures to be taken to address the indicated violations and other identified
issues, if applicable.
