NOVARTIS STREAM RESTORATION SITE
6 MONTH MONITORING REPORT
Novartis Vaccines and Diagnostics - Holly Springs Site

This report provides the status of stream restoration monitoring activities conducted at the
Novartis Vaccines and Diagnostics - Holly Springs, North Carolina Site. As part of mitigation
efforts, Mulkey Engineers and Consultants (Mulkey) was retained to monitor the stream
restoration activities associated with an unnamed tributary (UT) to Utley Creek. Based on
' mitigation requirements, monitoring results will be submitted annually to the United States Army
Corps of Engineers (USACE) and the North Carolina Division of Water Quality (NCDWQ) for
three years following construction, twice the first year and once the next two years. These
reports are intended to summarize the results of both vegetation survivability and stream stability
' assessments. A map depicting the project area with the associated monitoring aspects is attached
(Figure 1).
The project area consists of a restored 153-linear foot reach of perennial channel (Phase 2), the
creation of 129 linear feet of channel (Phase 3), and approximately fifty-foot wide riparian buffer
along both sides of the restored 153-foot channel; the created rip-rap channel was not included
in the conservation easement and therefore no riparian buffer was required (See Appendix A,
Photo Point 1). Target plant species similar to those in a Piedmont Mixed Pine/Hardwood
ecosystem were installed in the riparian buffer to not only stabilize the construction area but also
to encourage a native natural community. The plantings that were installed included 1/0 bare
root seedlings, native grass seed, and live stakes.
Construction was completed in April 2009. Approximately 680 stems per acre were planted or
transplanted within the project area immediately following construction. Two permanent
vegetation sampling plots were established upon completion of construction activities (see Figure
1). Each sampling plot is 1,000 ftz (100 feet by 10 feet) and has been permanently staked.
Survivability success is based on the presence of 320 stems per acre of total woody plants at the
end of the three year monitoring period. If at any point during monitoring this does not seem
achievable, installation of additional plantings as replacement for the mortality will be required.
Survivability at Vegetation Plot #1 was determined to be 566 stems per acre, which meets the
minimum criteria. Vegetation Plot #2 was determined to have a survivability of 436 stems per
acre, also meeting the minimum criteria (See Appendix B). Photo documentation of each
vegetation plot is also included in Appendix A.
In an effort to monitor stream stability, detailed photo documentation coupled with two
downstream, off site surveyed cross sections are compared annually to determine the constructed
channel's success. The restored stream has stabilized and shows no evidence of bed or bank
erosion throughout the restored reach. All of the inverts associated with the structures are intact
and holding grade as designed and the overall structures show no signs of failure. Similarly, the
constructed channel is maintaining the designed dimension, pattern, and profile. Cross sections
surveyed downstream of the restored area prior to construction, immediately after construction,
and again six months post-construction reveal that the stream has maintained its stable state as
depicted in Appendix C. Photo documentation of each cross section and structure are available
in Appendix A.
The analysis of the data indicates great success for the site six months post-construction and
therefore no remediation measures are recommended at this time.
