Dear Mr. Tugwell and Dorney,
Soil & Environmental Consultants (S&EC) is submitting on behalf of Rene Langford a Pre-Construction
Application (PCN) for proposed temporary impacts to an unnamed tributary of Crabtree Creek and the
associated Neuse Riparian Buffer. The subject property is located adjacent and to the west of North
Harrison Avenue (SR 1652) and bounded on the south by Queen Elizabeth Drive, Cary, Wake County,
North Carolina. The unnamed tributary is not classified as a Water Supply Waters.
The proposed temporary impacts pertain to the proposed installation of a gravity fed sanitary outfall that
has been designed to cross the stream at a perpendicular angle and continue to an existing outfall along
Zone 2 of the riparian buffer. Proposed work includes ground excavation and removal of existing
vegetation within Zone 1 and 2 of the construction corridor for the proposed outfall installation. The
outfall consists of an 8-inch conveyance pipe and 4-inch service lines. Following the installation of the
outfall, the grade will be returned to pre-construction contours and seeded. The construction coffidor and
permanent easement will be limited to 20 feet wide. Approximately 0.032-acre (1401 square feet) of Zone
1 and 0.133-acre (5816 square feet) of Zone 2 of the riparian buffer is proposed to be impacted as the result
of the outfall installation. Approximately 20 linear feet of stream channel will be temporarily impacted.
The perpendicular crossing of Zone 1 less than 40 linear feet are exempt under the non-electric utility line
provision and the proposed impacts to Zone 2 are allowable but require written authorization from DWQ.
The proposed Langford Subdivision outfall project was traversed by S&EC on 20 April 2000 for the
purpose of identifying wetland/surface waters and channels subject to the riparian buffer. No jurisdictional
waters were located within the site with the exception of the unnamed tributary of Crabtree Creek. The
channel has been surveyed by Bass, Nixon, and Kennedy.
This is not a submittal for a 401 Certification because the work will be complete in accordance to the
conditions under the Nationwide 12, therefore no DWQ 401 application fee is enclosed. I can be reach at

8-inch sewer line within the proposed Langford subdivision. The installation will
consists of the installation of approximately 690 linear feet of line and will tie into
an existing sewer outfall. Equipment utilized will consist of typical construction
equipment (i.e. excavators, backhoes, frontend loaders).
13. Purpose of proposed work: Installation of a gravity fed sewer line outfall.
14. State reasons why it is believed that this activity must be carried out in wetlands
(include any measures taken to minimize wetland impacts): For the purpose of
installing the sewer line temporary excavation is proposed. No wetland areas
outside of the immediate stream channel were located during the site assessment.
Channel contours will be return to pre-construction grade as much as is feasible.

their equivalent.

d. Attach a copy of the stormwater management plan, if required.
