Sullins Dee Freeman Governor Director Secretary November 10, 2009 DWQ Project # 09-1045 Wayne County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Cert. # 7009 0080 0000 5655 1651 Mr. Dennis Goodman, P.E. 1095 Peterson Avenue Seymour Johnson AFB, NC 27531 Subject: Flight Line Access Road Stony Creek, Neuse River Basin REQUEST FOR ADDITIONAL INFORMATION Dear Mr. Goodman: On October 2, 2009, the Division of Water Quality (DWQ) received your application that was not dated or signed to impact 60 linear feet of stream and 6,000 square feet of Neuse Riparian Buffers to construct the proposed flight line access road. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected isolated wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .1300 and 15A NCAC 2B .0200 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. A stream determination is required on the two stream features that are proposed to be impacted to determine if the Neuse riparian buffers are applicable. If a stream determination has already been preformed, on the subject features, it is necessary to provide this Office with copies of the stream calls. Seymour Johnson AFB Page 2 of 2 2. Please be advised that in accordance with 15A NCAC 02H .0502 (a) (1) and (8) (f), it is required that the application have a date and valid signature. It is necessary that 2 copies, both signed and dated, of the last page of your PCN application (page 9 of 10, and 10 of 10) be sent to this Office. 3. It is required that you provide this Office with detailed plans, for crossing 1 and 2, of roadside ditch lines turning out and achieving sheet flow before stormwater reaches the Neuse riparian buffers. If the subject features are not subject to the Neuse buffer rules item 3 may be omitted. Please respond within three weeks of the date of this letter by sending this information in writing to Roberto Scheller of the DWQ Washington Regional Office. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
