4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project site encompasses approAmately 2.96-acres located south of Bricksteel Lane and east of Raynor Road, southeast of the Town of Garner, in Wake County, NC. To the east
and south, the Site is bound by commercial development and forest. ApproAmately 90 % of the project area is comprised of mixed bottomland forest and the other 10 % is made up of
early successional herbaceous growth. In addition, one wetland feature is located in the center of the Site and a stream feature can be found just outside the eastern project limits.
The Site is located within the Neuse River Basin (HUC 030202011003). Surface water drains south towards White Oak Creek. The southeastern edge of the site is located within Zone
AE, portions of the 100-year floodplain with base flood elevations between 245 and 246-ft above mean sea level. The remainder of the site is located vnthin Zone X areas outside of the
100-year floodplain. No impacts are proposed within the 100-year floodplain (FEMA FIRM 372017300J, effective May 2, 2006).
A wetland delineation was completed by Timmons Group on August 11, 2019. One forested wetland is located within the central portion of the site.

The purpose of this project is to construct a commercial facility in Garner to meet the space requirements of the future tenants.

1. Avoidance and Minimization

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Impacts to jurisdictional features have been avoided and minimized to the maximum
extent practicable by incorporating resourceful site planning, including the utilization of
the wetland delineation to adjust the layout to avoid and minimize impacts. Avoidance
and minimization measures were also accomplished during the design phase of the
project.
Due to the layout of the existing property, the location of wetlands, and construction requirements, impacts to wetlands were unavoidable and could
not be reduced further while still meeting the space requirements for future commercial tenants. Site plans were able to be adjusted, however, to avoid
impacts to Zone 1 of the Neuse River Buffer and minimize impacts to Zone 2. The site will be vegetated and allowfor sheet flow into Zone 1, with no
permanent concentrated flow except where the existing storm drainage is being redirected. Once the site is developed, a storm drainage plan will be
designed to provide diffuse flow for the entire site. The proposed impacts are required in order for the project's goals to be realized.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Proper sedimentation and erosion control methods will be utilized during all phases of construction and installation as described in accordance with
the requirements of the North Carolina Department of Environment and Natural Resources: Erosion Control Planning and Design Manual (May 2013)
and local codes. All work will take place during dry conditions and can be facilitated from high, non -jurisdictional, stable ground. The contractor shall
install silt fence, inlet protection, sediment traps, diversion ditches, temporary coffer dams, tree protection, clearing only as necessary to install
devices. All erosion and sediment control measures will be checked for stability and operation following every runoff producing rainfall, but in no case
less than once every week. Any needed repairs will be made immediately to maintain all measures designed. An erosion control inspections report is
required and will be kept by the owner's representative.

impacts to Zone 2 are "Exempt" buffer impacts.
Wildlands Holdings III, LLC has the above -mentioned riparian wetland credits from the Falling Creek Stream and Wetland Mitigation Bank: Falling
Creek Site to satisfy the mitigation requirements related to the above -mentioned project. The project is located within the service area (HUC

Timmons Group conducted a Threatened and Endangered Species Review for the proposed project using the USFWS Information for Planning and
Consultation (IPaC) and North Carolina Natural Heritage Program (NCNHP). On November 20, 2019, a USFWS IPaC database review was conducted
(Appendix C, USFWS Consultation Code: 04EN2000-2020-SLI-0253; Event Code: 04EN2000-2020-E-00577) to determine an Official Species List for
the Site. Based on the IPaC database, the Official Species List listed the following species that may be present in the area of proposed action: Red -
cockaded woodpecker, Neuse river waterdog, Carolina madtom, Atlantic pigtoe, Dwarf wedgemussel, Yellow lance, and Michau)rs sumac. No critical
habitats were found within our project area.
Based on eAsting site conditions and a review of suitable species habitat, Timmons Group personnel determined development of the proposed site will
have "no effect" on the aforementioned protected species.
Further, Timmons confirmed the proposed site will have "no effect" on the northern long-eared bat and no eagle act permit is required.
Timmons Group initiated consultation with the USFWS Raleigh Field Office on 01/28/2020 to confirm these findings (see attached).

historical sites within a 1-mile radius of the APE (Table 3). None of these resources are within or immediately adjacent to the Site and none are listed
or eligible for listing on the NRHP.
Overall, the project will have no effect on historical resources.
