This cutover woodland site is in compliance with the "Forest Practices Guidelines Related to Water Quality" (FPGs). The site is not in compliance with the Neuse Temporary Rule (NTR); reference the enclosed information on the NTR. The Division of Water Quality handles non-compliance with the NTR. I have referred this project to them. Your contact person will be Debra Sawyer out the Washington Regional Office. Site Observations This is a recently clearcut harvested 20 year old pine plantation on a Yonges site, Site Index 105, base age 50, for loblolly pine. The site is almost completely surrounded by marsh adjacent to Chapel and Whitehurst Creek. The timber was harvested right up to the marsh, particularly furthest south. The actual stream channel is not far from the marsh. According to the Neuse Temporary Rule; for surface waters within the 20 Coastal Counties within the jurisdiction of the Division of Coastal Management, Zone 1 shall begin at the most landward limit of the normal high water level, the normal water level, or the landward limit of the coastal wetlands (the marsh), as defined by the Division of Coastal Management and extend landward a distance of 30 feet, measured horizontally on a line perpendicular to the surface water. You must measure where the marsh grass begins. Feel free to stop by any of our county or district offices to reference these maps. Make sure you check both maps.
