4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The existing site is a developed commercial property knovm as the Duck Water Front Shops located in the Village of Duck. The property is located in an area of commercial and
residential properties. The proposed project will expand the parking area on the south end of the property and provide additional parking for the Water Front Shops and the Town of
Duck. This project is a modification of an Individual Permit for the Allis Holdings(Project Number: 20120813v1).
Allis Folding, LLC has been working with the Tom of Duck and Dare County to determine vrays to provide additional parking in the Town of Duck. We are proposing to expand the
parking and stormwater wetland areas located on the south east corner of the Water Front Shops property. In the original Individual Permit conditions the remaining 0.93 acres of
wetlands were put in a conservation easement. Allis Holdings, LLC has purchased adjacent property from Dare County to relocate a portion of the conservation easement on this
parcel. The conservation easement would remain the same size (0.93 acres) but 0.27 acres has shifted to the adjacent parcel to the south. Additional mitigation proposed for the new
impacts include purchasing wetland credits (0.54 acres) from the Great Dismal Swamp Restoration Bank at a 2:1 ratio to offset the new impacts.
In the uploaded documents of the project history is a copy of the modified Individual Permit from the US Army Corp of Engineers and approval to relocate a portion of the conservation
easement to the adjacent Dare County property. There is also documents from Dare County approving the conservation easement purchase and a letter from the Town of Duck in
support of providing additional parking.

Allis Holding, LLC has been working with the Town of Duck and Dare County to determine ways to provide additional parking in the Town of Duck and at the Water Front Shops. We are
proposing to expand the parking area and stormwater wetland area located on the south east corner of the Water Front Shops property. The parking area will compliment the towns
development standards and improve traffic safety in the Town of Duck.

The project proposes to expand a parking area and stornwiater wetland on the south east corner of the property. The project has been approved by the US Army Corp of Engineers in
a modification of the existing Individual Permit. Allis Holdings, LLC has purchased adjacent property from Dare County to relocate a portion of the conservation easement on this
additional parcel. The conservation easement would remain the same size (0.93 acres) but 0.27 acres would be shifted to the adjacent parcel to the south.
Equipment to be used includes excavator, backhoe, dump truck to carry fill to site, asphalt and grading equipment.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The proposed area to be filed is 0.27 acres of Section 404 wetlands, located adjacent to the Currituck Sound, and is located outside the 75' Area of
Environmental Concern. An elevated parking structure over the ebsting wetlands was evaluated in the design phase to avoid and minimize wetland
impacts. An elevated parking structure is not practical economically or possible with the available space. In addition, it is not consistent with the towns
development standards. The area of disturbance will be surrounded by silt fence prior to any land disturbing activities for erosion control purposes.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The a)posed areas Will be seeded and or landscaped to stabilize the fill and disturbed areas. A portion of the ebsting conservation easement (0.27
acres) vdll be relocated to the adjacent Section 404 wetlands on Dare Counties property. Dare County has agreed to sell a portion of there wetlands
to help with the permit process. Mitigation for the newwetland impacts (0.27 acres) Allis Holdings, LLC is proposing to purchase wetland credits from
the Great Dismal Swamp Restoration Bank at a 2:1 ratio. A stornvmter wetland is being constructed rather than a retention basin to help minimize
wetland impacts. The stormwmter wetland is part of the project impact area
but will have native wetland species and the characteristics of the adjacent wetlands.
