9. PROJECT DESCRIPTION
The project is located in Brunswick County on Oak Island in what was formerly Long Beach prior to the
consolidation of Yaupon and Long Beach. The project site is at the south end of SE 67th Street within
the fifty foot street right-of-way. It is located approximately 100 feet from the Atlantic Ocean and is
within the Ocean Hazard AEC. The project will involve the installation of a six inch water main to
service lots at the oceanward end of SE 67th Street. Presently, a water line exists on 67th Street but does
not extend far enough oceanward to serve the end of the street lots. The town is proposing to tie into the
existing water line and extend it approximately 360 feet to provide water service, including meters and
fire hydrants, to the end lots. The project will service lots 7-10 on the west side of 67th street. The east
side of 67th Street, for which no service is planned, is bordered by a freshwater pond fringed with federal
404 wetlands. No jurisdictional coastal wetlands exist on nor adjacent to the project site.
The project site is not actually adjacent to any coastal or estuarine waters but falls under major permit
review because of it's proximity to the Atlantic Ocean. The ocean carries a SB classification as
determined by the NC Division of Water Quality. It is OPEN to the harvest of shellfish. The waters are
not designated as Primary Nursery Area by the NC Division of Marine Fisheries. The land classification
of the site is Developed Residential as reported in the 1993 Long Beach Land Use Plan. Individual septic
systems are the proposed method of sewage disposal for the proposed residences.
The town proposes to dig a trench three feet deep by three feet wide for a length of 360 feet for
installation of the six inch water line. All construction will be within the fifty foot right-of-way and
adjacent to the east side of paved 67th Street. Sections of the existing asphalt pavement will be sawcut
to allow for service to the lots on the opposite side of the street. One inch lines with meters will be
installed to the specifications of the Town of Oak Island to connect the lots to the water line. At least one
residence (on Lot 7) is already nearing completion and awaiting water services.
10. ANTICIPATED IMPACTS
The proposed project would create approximately 1080 square feet of ground disturbance. An additional
135 square feet of disturbed area would result from the sawcutting of the paved asphalt to access the lots.
The project should not result in any incorporation of wetlands provided that appropriate precautionary
measures for excavation and fill are taken. The project will undoubtably result in the development of the
lots at the end of 67th Street, but that action will be consistent with the Town of Oak Island Land Use
Plan.

The Coastal Resources Commission (CRC) has adopted
rules for building along the oceanfront. The rules are in-
tended to avoid an unreasonable risk to life and proper ;v
and to limit public and private losses from storms and
