The North Carolina Division of Water Resources conducted an inspection of the City of Morganton DCAR
on 1/14/2020. This inspection was conducted to review the City’s Compost Program under Non-Discharge
Permit WQ0002127. The findings and comments noted during this inspection are provided in the enclosed

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a site visit of the Morganton compost operation on January 14,
2020. This site visit was conducted to meet staff, review the compost operation and discuss any potential questions
regarding the program. Eli Self and John Richards were present and assisted in the inspection.
Facility is in the process of pursuing a mixing box to help reduce the chance of cross contamination during compost
preparation. Currently woodchips and solids are mixed using a front-end loader before being placed in the treatment piles.
Additional covered storage for product being screened and awaiting results and product that needs to be retested or
reprocessed is recommended to reduce the amount of moisture reintroduced. It appears all stormwater from the compost
area is being routed back to the headworks. Continue to monitor the storm grate behind the mixing shed as this is reported
to clog with debris regularly.
As a reminder, non-hazardous waste determination is required once per permit cycle. If already completed for this cycle
(2018-2023), please include with the 2019 annual report.
